Incumbent serves as the Department's principal spokesperson in the designated region and responds to requests for detailed or technical information or assistance from the news media or media-related segments of the private sector; such requests can require finesse in balancing multiple viewpoints or opposing positions and reflect a thorough knowledge of the agency's laws, policies, programs, positions, and activities as well as the Department's goals, philosophies, initiatives, and activities. Incumbent researches, drafts, edits and issues news releases, advisories and other informational material. Incumbent plans, directs, and executes regional campaigns, or regional segments of national campaigns, to convey complex information concerning programs, research on program-related areas, responsibilities, and activities to promote the welfare of the American public. Establishes and maintains effective working relationships with representatives of the print, broadcast and electronic media along with national organizations interested in or affected by Department of Labor policies, programs, and activities by developing written communication plans designating targeted news media and audiences based on realistic, complete, and technically sound regional goals, priorities, and timetables and engages in pro-active "pitching" to convey Department messages and achieve impact. Represents the Department or its agencies at conferences, meetings, conventions and other events. Represents OPA on various regional DOL committees, including the Regional Executive Committee. Also responsible for the overall management and administration of the office. Supervises and evaluates the work of regional public affairs staff fulfilling all supervisory and managerial responsibilities as defined by DOL policy, including EEO/LMR requirements. Supervises one GS-1035-12/13 employee.

Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the public affairs position, and that is typically in or related to high level public affairs work. Specialized experience is defined as experience providing authoritative advice and guidance to top management officials or stakeholders on the possible public and media reactions to proposed public affairs policy statements or agency actions; and, experience in advising and assisting staff at subordinate echelons by providing authoritative, broad public affairs policy guidance; developing public affairs directives for public affairs policy procedures; evaluating public affairs program effectiveness; and, independently carrying out broad public affairs activities.
