This position is located in the Office of the Counsel to the Inspector General, Office of Inspector General (OIG). The OIG has statutory oversight responsibility for the Department of Homeland Security. Oversight responsibility includes conducting and reporting on audits, inspections, investigations, and special inquiries of all overseas and domestic organizational entities of the Department, as well as all Department employees, contractors and grantees.
As a Supervisory Government Information Specialist you will be the OlG's subject matter expert for all Freedom of Information Act (FOIA) and Privacy Act (PA) requests involving records in OIG possession. Serves as a FOIA/PA advisor to coordinate matters concerning FOIA/PA policy and performs the full range of duties related to implementation of FOIA/PA review requirements. Typical assignments include:
Assuring that requests under the FOIA/PA are thoroughly analyzed; decisions to release or deny material are soundly based on law and policy; and that all involved parties (requestors, legal representatives, General Counsel, etc.) are properly and thoroughly apprised of actions, decisions, and possible ramifications of release.
Assisting in the formulation and implementation of organizational policies as they relate to the FOIA/PA program.
Serving as a FOIA/PA advisor to coordinate matters concerning FOIA/PA policy and performing the full range of duties related to implementation of FOIA/PA review requirements
Overseeing the development and maintenance of legally sufficient electronic FOIA databases and hard copy files of all disclosure request documents for the OIG.
Assisting the Department of Justice (DOJ) attorneys assigned to defend OIG's FOIA litigations by preparing legal documents, including affidavits, declarations and evidentiary material in support of decisions to withhold and disclose information under the FOIA and PA for use in court proceedings, appeals and litigation involving the OIG.

Qualifications
You qualify for the GS-14 grade level (starting salary $121,316) if you possess one year of specialized experience at the GS-13 grade level performing duties such as:
Interpreting and applying laws, regulations, policies, and guidance to provide access to Federal agency records and information;
Developing guidance and procedural information regarding the agency's FOIA and PA regulations and policies;
Providing advice, guidance and/or consultation to program offices on issues related to implementation of the Freedom of Information Act (FOIA), 5 U.S.C. 552, and/or other privacy related laws and guidelines;
Preparing and presenting FOIA/PA briefings and training for management officials and employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
