Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Managing projects for IT systems contracts, cooperative agreements, and other organic agriculture-related technology activities for the program
  • Serving as a leader, analyst and advisor in planning and conducting engagement and development work for NOP?s organic information technology systems
  • Serving as the primary business and requirement analyst in the identification of functional and system requirements and ensures coordination and prioritizing of system requirements meet AMS/NOP and customers? needs
  • Developing and implementing system/software user rollout plans and leading training development and delivery once projects are ready to deploy.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level) that demonstrates:

  • Experience developing information technology systems for the government, including identifying new requirements, working with contractors on system development, and developing roll-out plans for future system deployments.
  • Experience serving as the user representative or program analyst for software systems, serving as an interface between program managers, subject matter experts and users and an information technology development team.
  • Experience developing and implementing project plans that include multiple tasks, steps, deliverables, and dependencies.
  • Experience interacting with technology end users to identify needs, communicate system functionality, train users on system use, answer questions, and troubleshoot problems.
  • Experience writing executive summaries or briefings, user reference guides, emails and formal letter correspondence, and/or roll-out plans.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience managing a portfolio or collection of information technology software solutions on behalf of a business or government unit, serving as the user or business representative to drive system completion.
  • Experience developing budgets, contracts, justification summaries, release and sprint plans and summaries, and roll-out plans to support system acquisitions.
  • Experience collecting, aligning, prioritizing and sequencing user-side business requirements and communicating user stories and needs to IT staff and software development teams.
  • Experience with agile software development life cycles for a government agency environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
