The Judicial Integrity Officer (JIO) is responsible for overseeing the national Office of Judicial Integrity whose function is to provide confidential and informal assistance to judiciary employees, judges and high-level officials on workplace conduct matters. The JIO is neither an advocate for any individual nor the judiciary, but rather is an advocate for fairness, who acts as a source of information and referral, and aids in answering individual's questions and assists in resolution of concerns and critical situations. The JIO advises on conflict resolution and mediation services and provides expert guidance on the model Employee Dispute Resolution (EDR) process to include the formal and informal complaint processes. The office supplements, but does not replace, the Judicial Conference, Circuit Council, local court and defender office resources for formal conflict resolution.

  1. Serving as the federal judiciary's expert and key advisor to high-level officials and Judicial Conference committee staff on workplace conduct issues and Federal Judiciary policies and procedures;
  2. Providing judiciary employees and judges with impartial and confidential conflict resolution services and expert guidance on judiciary policy, including explanations of processes, timelines, and potential outcomes. This includes guidance on the EDR Plan, Judicial Conduct and Disability Policies;
  3. Providing information and assistance to employees and judges seeking to discuss workplace relations on conduct issues;
  4. Coordinating and collaborating with other resources and offices including circuits' directors of workplace relations or similar positions;
  5. Providing oversight and maintaining the national hotline, electronic mail and assuring issues are managed confidentially;
  6. Serving as a resource for judiciary leadership in formulating/modifying policy and procedures;
  7. Serving as a liaison between individuals and the formal judiciary structure and serving as a communicator/informal facilitator;
  8. Tracking and analyzing data to identify trends;
  9. Assisting circuits, courts, and defender offices with fact finding in support of investigations;
  10. Assisting and collaborating with others in the formulation of workplace and employee relations training sessions, conferences and seminars that are developed and presented to judiciary employees and judges;
  11. Overseeing and updating the online training for EDR coordinators;
  12. Providing judiciary leadership with early warning of areas of organizational concern, critical analysis of systemic needs for improvement and recommending changes; and
  13. Supervising staff, managing funds and formulating budget estimates.

CONDITIONS OF EMPLOYMENT:

  3. All new AO employees will be required to complete a FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  4. All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  5. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  6. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  7. Relocation expenses may be provided, but only if authorized by the Director of the AO.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least four years of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:

  1. Knowledge of laws, legal codes, rules and procedures, precedents, and government regulations pertaining to the Alternative Dispute Resolution Act, Equal Employment Opportunity Rights, Family and Medical Leave Rights, Employment and Reemployment Rights of Members of the Uniformed Services, Worker Adjustment and Retraining Notification Rights, Occupational Safety and Health Protections and other applicable workplace protections.
  2. Experience with conflict resolutions and fact-finding investigations. This includes 1) analyzing and quickly synthesizing complex information; 2) refining and narrowing issues through settlement discussions; and 3) identifying unexpressed problems and analyzing related information to develop and evaluate options and implement solutions.
  3. Experience facilitating the resolution of conflict between parties. This includes thorough understanding of what leads to conflict, the nature of conflict, and methods of resolution.
  4. Experience conducting fact-finding investigations and preparing detailed and thorough investigative report.
Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQ) and Executive Core Qualifications (ECQ). The Mandatory Technical Qualifications should be evident in your resume, and no narrative response is required for them. However, a narrative response for each Executive Core Qualification is Mandatory.

Exception: Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ).

Education

Applicants with a Juris Doctorate or Masters in Dispute Resolution or a related field are highly desirable.
