This position is located within the Office of Information Management and Technology, Export Import Bank of the United States. The position will serves as Deputy Director of Business Solutions and Data and Reporting Disciplines Division with shared responsibility for managing technology and teams associated with all applications included within the assigned portfolio.
At the full performance level, duties include, but are not limited to:
Develops and maintains a 5-year strategic plan for continuous enhancement / replacement of business and data and reporting solutions. This process includes development of "As-Is" and "To-be Architectures". Architectures include overall perspectives of business users points of views, and business applications and data. Performs gap analysis between the "As-Is" and "To-Be Architectures" and recommends and prioritizes roadmaps/plans to transition from "As-Is" to the "To-Be Architectures".
Research new IT technologies in order to assess capabilities, modernize and enhance EXIM's business and data and reporting solutions. Ensures that new technologies are consistent with the Agency's IT Strategic Plan. Accesses the viability of new technologies based on technical capabilities, business functions, implementation and operations costs.
In collaboration with management, directs preparation of reports, develops performance plans, measures and evaluates performance, and provides guidance and mentoring.
Manages contract budgets, software and personnel for the program area. Provides required monetary funding and justifications of necessary applications and systems for inclusion into the overall Office budget.
Performs Program Management, focusing on project initiation and execution. Establishes and implements EXIM Project Management Methodology and Processes. Establishes and Implements CPIC (Capital Planning and Investment Control) like processes to create project proposals and prioritize projects based on the strategic planning goals and priorities. Develops documents such as business case, cost benefit analysis, and budget proposals to support this work. Establishes and implements processes to manage approved projects, such as FAC-PM (Federal Acquisition Certification for Program and Project Managers. Analyzes project performance, monitors project progress against plan, and ensures accurate and timely project status's and metrics are generated for all IT projects. Leads and oversees preparing for and making presentations of programmatic documentation for/to senior management.
Manages business and data reporting solutions by interacting with business stakeholders. Through these interactions develops an understanding organizations business functions, current issues and future needs. Performs operations and maintenance of business and data and reporting solutions.
Oversees applications involving E-Commerce, Underwriting, and Asset Management solutions allowing customers to apply for EXIM's products (Loans, Loan Guarantees, and Insurance) online, and review status of their applications. This application allows customers to file claims based on purchased products; allows EXIM to process and underwrite customer applications; and allows EXIM to manage customer's Loans, Loan Guarantees, and Insurance, perform annual risk assessment of customers, and process recovery of funds; (2) Customer Relationship Management solution that supports business development and sales in finding leads and turning leads into deals and provides a 360-degree view of our customers; (3) Master Data Management System containing a database of EXIM participants (including borrowers, exporters, lenders, etc.), provides an electronic interface with all systems. These systems allow participants to insert, update, or view records. Such systems also provide manual interface for editing records, and include data cleaning tools such as deduplication, (4) Financial Management System that provides financial management functionality and data to support CFO initiatives and programs; (5) Data Management Systems that collect and Aggregate Key Data into EXIM's Data Warehouse; provides Business Intelligence Reports, Dashboards, and Visualizations, and performs Data Management to include Data Quality and Data Governance; and, (6) Develops operational processes to ensure reliability and availability and security of other assigned applications. Develops and monitors operational metrics for applications assigned to the Division.
Develops roadmaps for contracting, considering EXIM's IT's Strategic Plan goals, and objectives. Executes contracting as required for specific projects and operations. Develops and evaluates procurement documents (Statement of Work, Cost Estimates) vendor proposals, and manages awarded contracts.

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government. Specialized experience includes:
