This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the Chief Communications Officer (OCCO).

The individual selected for this position...

  • Serves as the speechwriter for the Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office, the Deputy Under Secretary, and as necessary, other senior USPTO officials. In advance of writing a speech, the incumbent meets with the Under Secretary (or Deputy Under Secretary) to determine the broad framework of points or messages to be addressed in the speech.
  • Serves as a technical writer-editor responsible for researching, writing, and editing a variety of authoritative technical products relative to USPTO’s intellectual property (IP) mission, programs, and functions.
  • Analyzes and selects information pertinent to topics; Writes and edits articles and feature stories, blogs, op-eds, brochures, pamphlets, fact sheets, reports, multi-media presentations, exhibits, displays, and correspondence.
  • Implements a strategic written communications program to reach general and specialized groups to inform and educate them on the USPTO mission, vision, goals, programs, and services, as well as the laws and regulations governing these programs.
  • Recommends and discusses with the authors 1) editorial changes designed to enhance the clarity of information, grammatical accuracy, and consistency of data or information; or 2) substantive revisions related to technical accuracy or presentation.
  • Gathers, develops, and checks the accuracy of information from a wide range of sources and writes and edits material tailored to specified media/audiences. Blends the themes, positions, and messages with personal research to develop speeches or opening and closing remarks for meetings, conferences, or public appearances.
  • Advises and assists senior level OCCO staff on the development of communication themes and messages, specialized strategies, information campaigns, and related communication products.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the (GS-13) grade level in the Federal service.

Specialized experience for this position includes:

Experience researching, writing, and editing speeches, articles, blogs, or other informational products about intellectual property for public (non-IP-specialist) audiences.

Ideal candidates will possess a minimum of two (2) years experience of IP related writing and editing skills.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience for this position.

This is a Public Trust position and has a risk level designation of "moderate". 

Background Investigation - If selected for this position, you may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine your suitability for Federal employment and to authorize a background investigation.

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
