Summary

This position is located in the Office of Audits (OA). The OA conducts independent, objective audits, reviews, and other examinations of NASA and NASA contractor programs and projects to improve NASA operations and provides a broad range of professional audit and advisory services. Our work can extend into any part of NASA but we primarily focus on space operations, science and aeronautics research, mission support operations, financial management, and information technology management.

  • Presents findings and recommendations on issues or problems impacting programs
  • Conducts research, planning and assessments of NASA's program, products and services
  • Provide expert analysis and advice on complex program issues
  • Reviews, advises on and conducts audits analyses or evaluations of organizational programs, systems and processes
  • Prepares written audits, policy analysis and performance evaluation reports to provide findings, guidance and recommendations to a wide range of audiences
  • Conducts comprehensive evaluations of ongoing functions to ensure organization meets its stated goals

Qualifications

In order to qualify for the Management Analyst position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

AND

FOR THE GS-11 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing ALL the following duties:

  • Analyzing and evaluating on a quantitative or qualitative basis the effectiveness of program or project operations in meeting established goals or objectives
  • Performing research via economic, political, ethical, or data analysis
  • Preparing written technical data summary documents and/or policy analysis reports that support findings, guidance, and/or recommendations which improve compliance with applicable laws, regulations, or guidelines

Education:
Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree. Graduate level education must have provided the knowledge, skills, and abilities necessary to do the work of the position, examples of qualifying fields include Public Policy, Public Administration, Finance, Economics, Political Science, or other directly related field.

Combination:
Have a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade.

Applicants applying under merit promotion procedures will be rated in accordance with NASA-OIG's Merit Promotion plan. A rating method called Quality Grouping will be used to evaluate candidates. All candidates will be assigned to one of three of the following categories: Best Qualified, Well Qualified, or Qualified based on the results of the Online Occupational Questionnaire and the USA Hire assessment battery (i.e., Assessment Questionnaire and Writing Assessment). NOTE: All candidates in the Best Qualified category, which is the highest quality category, may be referred for consideration.
