Duties

Help
  • You will develop and promulgate guidance in strategic engagement efforts, drafting press releases, responses, and public affairs.
  • You will supervise staff by planning work to be accomplished, setting and adjusting short and long term priorities, and preparing schedule for completion of work.
  • You will plan and implement routine community and special events that promote positive relationships.
  • You will advise senior leaders on the impact of local events on Navy equities and strategic goals including the impact of disciplinary incidents or military accidents.
  • You will coordinate with senior-level host nation officials, in Japanese and English, (e.g., liaison, maintaining information-exchange relationships) to promote bilateral understanding and consensus.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country?s laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Living Quarters Allowance (LQA), Post Allowance, Transportation Agreement or any other benefits normally paid to "Stateside" hire may be granted (Except for Military Spouse/Family Member Overseas).
  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • This is an Emergency Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position requires in the event of an emergency incumbent must continue to work in the area after the evacuation of others who are not Emergency essential positions. You will participate in emergency plans and exercises.
  • You will be required to fill out a DD 2365 and be removed from recall status if alternates for filling the position during emergency are not available.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating public affairs and community relations events AND tracking results on the effect of news media relation activities.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

For those applicants located outside of the commuting area, a service agreement may be negotiated in accordance with the Joint Travel Regulation and applicable Department of the Navy policies.

Pay retention may be granted to the selectee recruited outside the area who accepts a downgrade when there is no step in the lower grade that equals or exceeds his/her current rate of basic pay.

Civilian employment in the competitive service in foreign areas shall be limited to a period of 5 continuous years unless interrupted by at least 2 years of physical presence in the United States or non-foreign area.

Additional information

Must be able to obtain a Level 1 Certification to have the ability to speak, read, write, interpret and vice versa Japanese at the Native level.

If referred you will be required to interview and provide written examples in the Native Japanese language.

This position is covered by the Department of Defense Priority Placement Program.

Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy Policy. Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable command policy
