Duties

  • All duties listed are at the full performance level of the GS-11.
  • Analyze the effects of management activities on natural resources for environmental assessments.
  • Organizes and conducts public meetings, workshops, field trips, or other forums designed to foster public participation.
  • Makes recommendations to management on new methods or procedures that will better involve the public and help interested persons recognize that their comments are being used in the decision making process.
  • Contact with print and broadcast media on a regional and national level is required for some issues which generate regional or national interest.
  • Writes, edits, and supervises the organization and layout of publications and other informational material used in the public affairs program and ensures that they conform to Agency and Government guidelines.

Specialized Experience Requirements:
GS-11: One year of specialized experience equivalent to at least to the GS-9 grade level; Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience is defined as one or more of the following: Responding in oral and written form, to requests for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices; assisting in evaluation and analysis of public comments on management issues; identifying areas to be addressed, characteristics and needs of the target audience, and communication techniques most appropriate; developing recommended approaches and drafting material for supervisor's approval; and developing and presenting informational audio-visual material using new technologies and social media.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be by the closing date of this announcement.

CTAP/ICTAP applicants who meet the basic minimum qualification requirements and are determined to be well qualified. Well qualified is defined as receiving a rating of at least 85 out of a possible 100 based on responses to the occupational questionnaire.

RPL applicants who meet the basic minimum qualifications and have a rating of at least minimally successful on the most recent performance appraisal.

VEOA applicants who meet the basic minimum qualification requirements and are determined to be among the best qualified. Best qualified is defined as receiving a rating of at least 91 out of a possible 100 based on responses to the occupational questionnaire.
