Duties

Help

A Program Analyst demonstrates professional judgement and complies with the standards of the position. Develops analysis, methodologies, and schedules; examines transactions and supporting documentation; and analyzes databases relevant to the project and assigned tasks. Duties include:

  • Research applicable laws, directives and other regulatory material to gain audit knowledge.
  • Develop and contribute to audit guides and perform audit work within the established guidelines
  • Produce comprehensive reports of audit data collected.
  • Maintain security and accountability of classified information.
  • Perform reviews and technical assessment of Department of Defense (DoD) programs functions and missions.
  • Assign and provide instructions to team members; training and reviewing work products.
  • Gathering data, reviewing documents, conducting site visits and interviewing staff.
  • Provide and justify recommendations and conclusions; defining corrective actions and defending or coordinating recommendations as required.
  • Research relevant law, regulation and policy in evaluations and assessments.
This position is being filled using 5 U.S. Code subsection 3161 authority. This excepted service position is temporary and available for 13-months. This temporary position may be terminated early or extended beyond the 13-month period based upon incumbent performance and the needs of the OIG. Contingency Operations employees will may be required to travel to contingency operations locations, such as Southwest Asia. Travel will generally be between 2-4 weeks, and may include benefits, such as danger pay, post differential, and overtime. Candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.

  • Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
  • Must have US citizenship or National.
  • Must be suitable for Federal employment.
  • Must be registered for Selective Service (if applicable).
  • New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees transferring or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
  • Requires up to 25% of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)

Qualifications

  • Knowledge of the functions, processes, and principles of management (e.g., management practices, theories, and methodology of management) sufficient to organize and develop analysis or studies that will lead to improvement of overall operations.
  • Experience in communicating complex and technical information orally and in writing.
  • Experience communicating verbally and in writing with external and internal stakeholders. Examples of external stakeholders are audit clients. Internal stakeholder would be considered team members, supervisors, and upper management.
  • Experience writing reports and documenting evidence.
  • Experience working in a team of diverse individuals and contributing to a product that demonstrates how your individual role synchronized with the rest of the team's efforts.
  • Experience in interpersonal skills to meet and deal effectively with others at all levels of authority and exert a positive influence

  • Experience in interpersonal skills to meet and deal effectively with others at all levels of authority and exert a positive influence.
  • Experience in conducting the activities outlined in the section above
Specialized Experience:One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: researching applicable laws, directives, and other regulatory material to provide assistance in conducting audits, and providing assistance in collecting audit data.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
