This is an open-continuous announcement with cut-off dates of 7/3/2020 and 7/13/2020. Applicants only need to apply one time with this announcement to be considered for each cut-off date after submission of their application. The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Research and advise CPD senior level staff on policy, management resources and procedural requirements to be followed in carrying out HUD's program responsibilities.

  • Provide support and assistance to grantees in meeting their community development needs in a comprehensive and consolidated manner. Provide current and potential grantees with meeting application or submission requirements by being able to effectively communicate the requirements as established in handbooks, Notices of Funding Availability, Program regulations or other technical material.

  • Provide assistance to CPD senior level staff in preparing training, materials, briefings and other report materials to HUD staff.

  • Monitor and evaluate CPD program performance, including use of HUD¿s information technology systems.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the service. Specialized experience for this position includes:

• Administering a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND
• Developing program or organizational policies and procedures; AND
• Interpreting, implementing, and providing technical guidance on special projects, policies, and regulations related to agency programs.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the service. Specialized experience for this position includes:

• Recommending program or organizational policies and procedures for a community or economic development program at the federal, state, or local government or at a lending institution or a non-profit organization; AND
• Monitoring a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND
• Providing technical guidance on special projects, policies, and regulations related to agency programs.

CONDITIONS OF EMPLOYMENT:

This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permanent appointment.

The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

- A one year trial period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
