Duties

  • Provides expert technical leadership and program advice in the development and implementation of the units research direction, science quality assurance and relevance, standards and procedures for research and core program of work direction.
  • Assesses the impact of substantive programs and policies-including legislation, new USDA and FS policy, and State and private sector policies related to forestry research and resource management-on assigned projects.
  • Participates as a member of the Stations Leadership Team in developing science resource policies and programs. Submits and justifies requests for major expenditures to higher levels of leadership.
  • Determines most economical means of meeting the Program and Station objectives within fiscal and legal constraints and takes action to ensure these means are followed.
  • Responsible for program development, planning, budgeting and management information for identifying work force and organizational needs, target levels, full time equivalents (FTE), program, and Station priorities.
  • Monitors and evaluates the quality and effectiveness of the assigned research program. Oversees the release of research results in the form of technical and non-technical publications, talks, reports, and field demonstrations.
  • Utilizes analytical techniques which may be controversial or unconventional to conduct studies, evaluate results, and provide impact analyses of available strategies.
  • Provides technical and administrative supervision to employees in a variety of professional and non-professional occupations. Plans and directs the overall work through subordinate supervisors, team leaders, or comparable positions.

Basic Requirement for Biological Science Series (0401):

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to meeting the basic education qualifications for at least one of the series above, you must possess the following specialized experience. Your application or resume must clearly show that you possess the specialized experience requirements.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

For the GS-15 level: You must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service.

To qualify at this grade level, your experience must include all of the following:

--Leading a multidisciplinary program of scientific research, tool development, and science delivery that addresses threats, sustainability and stewardship of dryland ecosystems across multiple spatial scales in response to information needs of diverse stakeholders.

--Leading strategic planning and science program evaluation, and setting research priorities using innovative techniques related to dryland ecosystems such as grasslands, shrublands, woodlands, rangelands, and riparian.

--Representing a science-based organization on local, regional, and national scales, and partnering with government agencies, universities, and/or trade and conservation groups.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Graduate education alone is not qualifying for this position. To qualify, you must possess the specialized experience listed above.
