Help

As a Management and Program Analyst, at the full performance level, you will perform the following duties:

  • Serve as an expert analyst and/or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative and quantitative methods to assess management support principles, processes, and system
  • Serve as an expert analyst and/or advisor to executive management on budget methodology and control; statistical research and performance measurement; information systems; management techniques and theories, organizational structure; planning and control systems; and public and congressional liaison
  • Direct, implement, coordinate, and oversee a major segment of an agency-wide or department-wide program
  • Serve as a senior advisor when representing DHS at meetings and conferences
  • Maintain liaison with members of the executive staffs of ICE and DHS, as well as with Office of Management and Budget (OMB), U.S. Government Accountability Office (U.S. GAO), and Congressional Committee staffs, as appropriate

Qualifications

You qualify for the GS-09 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:

  • Providing assistance to higher graded analysts by developing background information for studies
  • Researching official documents, compiling and charting statistical data;
  • Interviewing employees and supervisors; gathering, summarizing, and analyzing information for incorporation into final reports
  • Carrying out specified portions or segments of specific projects
  • Identifying and recommending solutions to problems OR
Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree. OR

Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

You qualify for the GS-11 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as:
  • Coordinating and monitoring a variety of management projects;
  • Identifying and recommending solutions to a wide range of administrative problems;
  • Analyzing management data from a variety of sources to develop trends, patterns, profiles, estimates and studies;
  • Preparing preliminary and finished reports and documents;
  • Representing the office in dealings with vendors and personnel from administrative support organizations. OR
Education: A Ph.D. or equivalent doctoral degree such as LL.M or 3 full years of progressively higher level graduate education leading to such a degree OR

Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
  • Applying established practices to specific administrative problems which involve many variables
  • Conducting independent evaluations on mission support functions and preparing study findings, recommendations, and reports
  • Providing advice on a variety of administrative and management programs and procedures
  • Making agreements and commitments at meetings and during telephone discussions in accordance with previously received functions
  • Performing liaison functions with other organizations, including effectively presenting the organization needs and establishing harmonious working relations with counterparts
You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as:
  • Conducting studies, analyzing findings and making recommendations on substantive management projects and programs that require applying knowledge of qualitative and quantitative analytical techniques
  • Conducting detailed analysis of complex functions and work processes including the examination of system production standards, workloads, non-productive time, and deviations from standards to determine validated staffing requirements for the function studied
  • Performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning including developing guidance on techniques for management and methods of improvement.
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
  • Directing, implementing, coordinating, and overseeing major department-wide mission or administrative programs
  • Providing technical assistance and directing support to management staff in matters relating to the application of planning systems and management programs
  • Developing, implementing, and monitoring sophisticated management information systems focusing on long and short-range plans, policies and programs
  • Planning, developing, and coordinating planning management through briefings, presentations, and conferences for executive management
  • Providing oversight and coordinating the identification, analysis, and issuance of policies with managers and top level officials
