Summary

This position is located in the Office of the Commandant, United States Merchant Marine Academy, Maritime Administration (MARAD).

This position is responsible for the initiation, processing, and maintenance of current and former Midshipman records; processing of applications for U.S. Coast Guard Merchant Mariner Documents and U.S. Coast Guard Licenses; responding to reference inquiries; and assigning Midshipmen to the Academy Training Representatives during their two periods at sea.

Duties

Help

The Midshipmen Records Management Specialist:

  • Establishes and maintains Midshipmen personnel jackets and updated computerized data cards as permanent records. Maintains records of Midshipmen on leaves-of-absence.  Issues orders as required.  Processes documentation for separation of resigned or dis-enrolled Midshipmen.
  • Corresponds with Midshipmen on leave to maintain up-to-date records of their status.
  • Provides individual personalized counseling, guidance, and assistance to midshipmen who are considering a change in enrollment status, such as resigning from the Academy or requesting a leave of absence.
  • Provides applications for each member of the entering classes of approximately 300 candidates for U.S. Coast Guard Merchant Marine Temporary Sailing Documents required for participation during sea year assignments. Assists foreign students in obtaining social security cards and on passport control issues.
  • Compiles retention, attrition, and various other statistics and has primary responsibility for the weekly strength report used by various departments in planning facility, logistic, and funding requirements.
  • Produces and maintains consolidated calendar of all Regimental activities. Maintains departmental files of Superintendent's notices and instructions; provides access to and responds to queries concerning the notices and instructions.
  • Coordinates payroll documentation for departmental staff. Produces reports recording overtime, compensatory time and leave time statistics.
  • Administers the budget for the Office of the Commandant, overseeing departmental purchasing and organizing departmental travel.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • You must complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-09, you must have at least one year of specialized experience equal or equivalent to the GS-07 grade level in the following:

  • Experience in variety of administrative methods, techniques, and practices for the initiation, completion and maintenance of a broad spectrum of records; the initiation, completion, and processing of applications; maintenance of a computerized data base; the research and compilation of various statistical reports and maintains access to records and answers queries and provides data from stored records upon request.

To qualify for the GS-09 on Education alone, you must have:

  • A Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to such a degree
  • A LL.B. or J.D., if related

You can also qualify based on a combination of higher level graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.  

Graduate education may be credited, where the graduate education is directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
