As a Deputy Director, Office of Block Grant Assistance, you will:

- Develop, recommend and negotiate internal and external policy positions as well as short and long term goals to meet new or changing legislative or regulatory requirements or funding levels.
- Provide leadership in development of annual risk analysis processes to ensure CDBG (Community Development Block Grant) issues receive appropriate consideration in allocation of CPD (Community Planning and Development) field staff monitoring resources.
- Provide training and technical assistance to CPD staff and grantees.
- Prepare justification materials for the annual departmental budget process.
- Manage execution of high profile supplemental appropriations intended to address major national disaster recovery needs.

This position is located in the Office of Community Planning and Development (OCD). The Office of Community Planning and Development seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and nonprofit organizations.

The official duty station for this position will be in Washington, DC.  Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is:

-Developing notices, policies, guidance, or instructions for the Community Development Block Grant Program (CDBG) or any of its component programs (CDBG-Disaster Recovery, the Section 108 Loan Guarantee Program or the Neighborhood Stabilization Program); AND
-Providing technical guidance on the CDBG Program (or any of its components); AND
-Demonstrating experience managing or leading a team working in community and/or economic development programs; AND
-Drafting and delivering presentations for Senior Leadership.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT: 
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
- Public Trust – Background Investigation will be required.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
