OPS is responsible for the timely and appropriate distribution of more than $175 billion to hospitals and healthcare providers on the front lines of the coronavirus response and overseeing the payment of provider claims for reimbursement of testing and treatment of COVID-19. As the Associate Administrator, you will exercise full authority and executive leadership in planning, managing and directing national programs, including implementation of overall direction and management of funds dedicated specifically for (1) removing financial obstacles that might prevent people from getting the testing and treatment they need related to COVID-19; (2) payment of claims related to testing and treatment of the uninsured individuals with possible or actual cases of COVID-19; (3) data collection and analysis efforts in support of program execution; (4) the oversight of proper execution of funds; and (5) ensuring compliance with regulations through establishing a system of internal controls.

The executive will maintain collaborative relationships within HRSA and other federal and non­federal agencies, state, and local governments, and public and private sector organizations in coordinating a national response to the COVID-19 pandemic.

The executive will interpret national trends and their possible effect on health care providers relative to COVID-19 and recommends action to the HRSA Administrator.

The executive is responsible for the effective management of resources through subordinate staff and makes decisions and/or recommendations which materially influence ultimate decisions in all areas of operations including workforce, fiscal, logistics and other resources required to carry out assigned functions in an effective manner.

The executive will provide oversight of contracts to implement work requirements, ensure program and payment integrity, and ensure accountability of recipients of funding. This includes proper accounting of costs and meeting all expected reporting requirements.

The executive will evaluate IT approaches used to carry out funds disbursement and management responsibilities.

The executive directs the analysis of legislative proposals which can impact current mandates. Meets with the Office of General Counsel, Office of the Inspector General, Congressional staff, and other interested high-level officials in the Department and the Administration in the process of developing feasible provisions, which are designed to carry out the objectives of the agency's programs.

The executive provides executive leadership and direction for the Office's policy development as it relates to pertinent HRSA, HHS, and Administration policies.

DUTIES CONTINUED:

The executive provides policy implementation guidance and presents budget and program information to the Department and OMB. Testifies before Congressional Committees on both substantive legislative and budget justifications.

The executive represents the Office in meetings with outside organizations, including representatives of the Department, other Departments, various State and local health agencies, and professional organizations supporting the response to the COVID-19 pandemic.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Mandatory Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume. Separate narratives for the Executive Core Qualifications and Mandatory Technical Qualifications will not be accepted or considered. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

Mandatory Technical Qualifications (MTQs):
This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following MTQs must be evident in your resume.
  1. Demonstrated experience in program planning/evaluation, which includes analysis of policy development, agency level strategic planning, business process planning, development of short and long range program goals and objectives, development of program outcome measures and nationwide program execution.
  2. Demonstrated skill establishing and maintaining effective cooperative working relationships with senior officials within the Department, private industry, along with other Federal organizations to achieve goals for a national program.
  3. Demonstrated experience developing and managing program integrity strategy, including understanding of data and analytics that inform the strategy.
  4. Demonstrated expert ability to prepare written and oral presentation materials, including materials containing and/or interpreting data, briefings for senior officials, and those that may be considered controversial or subject to significant public scrutiny.
  5. Demonstrated experience in financial management, IT systems management, and program integrity.
