Duties

Help

The incumbent performs two main functions: 1) maintains and improves the digital and web analytics program and 2) develops and manages digital content in the Drupal web content management system and other platforms. The analyst supports the continued improvement of the FTC's digital outreach by developing insights based on analytics to shape and improve the effectiveness of content and the customer experience.

As the Digital Communication Analyst, you will perform the following duties:

  • Maintains and improves the digital and web analytics program, which includes web traffic metrics, customer satisfaction and voice of the customer feedback, SEO, usability reports, campaign tracking, and search metrics. Develops and maintains key performance metrics that measure effectiveness of digital outreach and assists in development of strategy and tactics to meet outreach goals.
  • Creates weekly, monthly and ad hoc reports and dashboards that include analysis and actionable recommendations as well as data. Continually assesses effectiveness of metrics and reports and revises them to improve the ability to communicate program effectiveness to management and staff. Initiates data- and analysis-driven recommendations to drive changes to the content and customer experience of digital platforms to improve their effectiveness. Collaborates with managers of other FTC digital properties to create a holistic view of customer experience of all FTC digital properties.
  • Manages and publishes content on FTC.gov in a timely, accurate manner using the Drupal web content management system in response to requests from OPA and other internal customers. Identifies and resolves content issues and takes initiative to improve processes. Works with multiple content formats and delivery systems, such as email marketing solution and social media.
  • Collaborates with bureaus and offices to improve their web and digital content's structure, presentation, design, functionality, user experience and effectiveness. Creates new web pages, new mini-sites, web graphics, new functionality, and other new digital content as needed. Adept with content development applications in the Adobe Suite.
  • Performs editorial analysis and improvements to content structure in Drupal, e.g. content tagging, taxonomy, types and information architecture. Uses knowledge of SEO, web search engines, and content best practices to direct the improvement of content and site structure to improve search indexing and result page placement.
  • Collaborates with contractor and team on improvements and bug fixes to the Drupal system, especially related to the upcoming migration to Drupal 8/9. Performs routine testing and QA, develops and maintains documentation and standard operating procedures, and manages accounts. Maintains Drupal expertise and provides training and support to FTC staff.
  • Conducts research concerning and stays abreast of trends and best practices in digital analytics and integrates new data collection and reporting techniques as appropriate. Trains and supports other digital team staff on metrics tools and techniques.
  • Stays abreast of trends and best practices in digital communications and federal requirements. Works to ensure that web content and functionality complies with Section 508, federal and FTC requirements, and IT security requirements.

Qualifications

To qualify for a Digital Communications Analyst at the GS-13 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: collecting, analyzing and presenting data related to website traffic; using tools such as Google Analytics, Search Console and Data Studio; data analytics experience in creating regular reports with analysis and recommendations for improvements to digital content and customer experience; extensive experience using the Drupal web content management system to create and manage website content for a government agency or large organization; experience in web analytics and web content management for a government agency or large organization; experience gained by working on a web or digital team with responsibility for enterprise level web/digital communications for a government agency or large organization.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no education substitute for experience. This position does not have a positive education requirement.
