The duties described below are at the GS-12 level. The same duties are performed at the GS-09 and GS-11 levels with more supervision. The primary duty of this position is performing construction safety inspections. However, the incumbent will also be required to perform inspections in the general industries. Conducts investigations of accidents, which may involve one or more fatalities, a large number of injuries or serious accidents, or other unsafe conditions. The specialist observes and documents accident scenes, identifies conditions related to cause and result, and assures that appropriate intermediate or permanent action is taken to remove any danger of recurrence. Conducts interviews as appropriate with witnesses in order to identify conditions and potential causes and to obtain and communicate other case-related information. Diagrams workplace flow processes; documents descriptions of the work environment, operations, and equipment; and/or photographs operations as necessary, as well as documents measurements of conditions and worker exposure and potential injury from the hazard for complete case file documentation. Documents ongoing cases with relevant information to support a legally sufficient case. Identifies violations and documents hazards, proposes citations for OSHA standards, which have allegedly been violated, and secures immediate corrective action of conditions, which are of imminent danger. On occasion, serves in a leader capacity of inspection teams and in this capacity, plans, coordinates, and leads a range of activities attributed to assigned investigations. Testifies in contested court cases as a witness under oath and is subject to examinations conducted by attorneys representing both the agency and the employer. Provides technical advice and assistance to employers, employee organizations, and others concerning potential hazards resulting from specific work operations, facilities, and equipment. Explains requirements of safety and health standards; effective abatement of hazards; and/or other related matters. Operates a motor vehicle to travel to inspection sites.

Applicants must meet the qualifications described below, including the Selective Factor.
Selective Factor: In order to qualify for this position, applicants must possess at least one year of specialized experience or graduate level education in the field of construction safety. Applicants must demonstrate safety experience (or education) in the field of residential, commercial, or heavy construction and experience or education must involve safety responsibilities/knowledge.
Specialized Experience or Substitution of Education for Specialized Experience:
For GS-09: One year of specialized experience equivalent to the GS-7 level in one or more of different types of construction such as commercial, residential, or heavy construction which demonstrates each of the following:

Two full years of progressively higher graduate education or a Master's degree in a field directly related to construction such as structure engineering or civil engineering. The degree or courses taken must demonstrate the required knowledge in the construction safety field described under the "selective factor" above.
For GS-11: One year of specialized experience equivalent to the GS-9 level in the field of construction safety which demonstrates:

Three full years of progressively higher graduate education or a PhD or equivalent doctoral degree in a field directly related to construction such as structural or civil engineering. The degree or courses completed must demonstrate the required knowledge described under selective factor described above.
