Summary

This position is located in the U.S. Department of Education (ED), Office of Inspector General (OIG), Management Services Division (MS) in Washington, D.C.  The H.R. Specialist will manage assignments in multiple personnel discipline and HR functions and  has a comprehensive knowledge of HR law, regulation, policy, procedures, concepts, and techniques to provide consultation  in staffing and recruitment and operational support to the OIG office.

Duties

Help

Provides consultation with OIG staff in one or more personnel disciplines: staffing and recruitment, classification, training, human resources development and workforce planning.

Stays abreast of developments in the HR fields and advises HR Supervisor and Deputy Assistant Inspector General (DAIG) for Management Services on current and future opportunities to employ best practices.

Serves as the advisor and consultant on talent recruitment and hiring services. Develops staffing and placement guidance in the form of recommendations and coordination with subject matter experts. Analyzes workforce plans, provided continuing advice and guidance for recruitment and staffing, basic employment policy, appointment authorities, various affirmative employment programs; and the Federal merit system.

Provides staff level advisement on significant position classification and position management problems or issues.

Manages training programs and special hiring initiatives. 

Evaluates changes in pay and leave policies and provides expert advice in the interpretation of federal compensation and entitlement programs and their potential impact on OIG. Advises OIG staff in the areas of pay setting, flexibilities for attracting talented candidates including recruitment, retention, and relocation incentives, and setting initial pay above the minimum based on superior qualifications.

Performs other related duties as assigned.

Qualifications

You may meet the minimum requirements for the GS-13 if you possess:

One year of specialized experience equivalent to at least the next lower grade level (GS-12) in federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position (see description below).

Specialized Experience for the GS-13:

One year of experience equivalent to the GS-12 performing all three (3) of the following duties or work assignments:

1. Experience in applying advanced H.R. principles, concepts and practices, and techniques of a H.R. Generalist performing duties in the following specialty areas: Recruitment and Placement; Classification, Training and Human Resources Development;

2. Experience with analyzing interrelated H.R. problems and providing appropriate solutions;

3. Experience in applying OPM Federal personnel regulations as it relates to the delegated examining and category rating process.  

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
1.    Knowledge of various H.R. functions, regulation and laws;
2.    Knowledge of staffing and recruitment policies;
3.    Knowledge of federal strategic human capital initiatives;
4.    Ability to provide advice and guidance to supervisors.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1.    Eligibility and Minimum Qualifications

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.
