Summary

The Aviation office provides logistical and aircraft support to various programs throughout the Alaska Region. The incumbent of this position supports the U.S. Fish and Wildlife Service (FWS) mission and programs in the Alaska Region by operating aircraft in support of a variety of areas (biological, public use, subsistence, maintenance, etc.). The employee supports natural resource conservation through logistics and assisting with data collection for scientific studies.

Duties

  • The incumbent will conduct other flying related duties which include: aircraft record keeping; coordination with other Service pilots, the Regional Aviation Manager, Regional Aviation Training Manager and OAS; initiation of cyclical and non-scheduled maintenance; refueling and fuel handling; lubrication and cleaning of aircraft; preflight and postflight activities; weather briefings and flight planning; loading and unloading of aircraft; and de-icing and extensive preparations for winter flights.
  • Coordinates with other Airplane Pilots in the Region to ensure logged Regional flight scheduler requests for flight services made by Regional staff and programs and outside interests are fulfilled safely, timely, and efficiently.
  • Conducts search and rescue operations.
  • Maintains records, including: pilot training records, check ride expiration dates, flight hours, aircraft maintenance needs, aircraft inspection dates, and other information.
  • Coordinate or assist in emergency operations, including search and rescue, wildfire management, law enforcement and emergency medical operations; provide support to law enforcement for criminal investigations; plan and coordinate logistical arrangements for field camps; perform resource management projects including wildlife capture and tracking, population counts, vegetation studies, and erosion monitoring; etc.
  • Operates outboard motorboats, non-powered boats, four-wheeled all-terrain vehicles, light duty trucks, passenger carrying vehicles, and light and heavy equipment as needed.

Minimum Eligibility Requirements: Minimum Eligibility Requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.

Certificates and Ratings: For all grade levels and specializations, candidates must possess a current Commercial Pilot certificate or the appropriate military rating; both meet the requirement. Candidates must have completed at least 1500 hours of total flight time which includes at least 250 hours of flight time as a Pilot-in-Command; at least 75 hours of night flight flying AND at least 100 hours of flying time within the last 12 months. In addition, must have at least 75 hours of instruments flight time and at least 10 of these hours were logged in actual instrument weather. YOU MUST SUBMIT THE REQUIRED SUPPORTING DOCUMENTATION.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.
(3) The two year time-frame cannot be extended.
(4) Selectees will be subject to a probationary period.
(5) This authority may be used for General Schedule and Federal Wage System positions.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Thorough knowledge and skill to safely operate single engine fixed-wing aircraft at minimum air speed and low altitudes (less than 500 feet AGL) over unfavorable terrain in remote wilderness areas. Under the command of the incumbent, flights will be conducted from field landing strips (such as beaches, gravel bars, ridge tops, lakes and rivers) of restricted size in isolated areas. Accurate weather predictions are often difficult or impossible to obtain and incumbent must often make independent decisions on suitable safe flying conditions.
  • Skill in takeoff and landing using wheels, skis, or floats on and off airport. Uses aircraft performance, pilot abilities and environmental conditions to ensure safe landing and takeoff.
  • Knowledge of Federal Aviation Administration and other rules and regulations and the ability to exercise sound judgment to ensure all activities conform to the relevant rules and regulations.
  • Knowledge of instrument flying techniques.
  • Knowledge and skill in conducting special purpose missions such as low-level fish and wildlife surveys and radio-telemetry aerial tracking of wildlife in mountainous terrain.
  • Skilled in Microsoft Office or similar.
