Summary

This position is located on the State Resource Technology Staff. This position provides leadership for archeology and cultural resources activities of NRCS Arizona.

There is one vacancy to be filled in one of the following locations: Flagstaff, Phoenix, Prescott Valley, Tucson, OR Willcox, AZ. The duty station location will be determined upon selection.

Duties

Help
  • Serves as staff specialist on all cultural resource issues, including Native America issues and concerns. Assists field staff to comply with cultural resources protection laws and regulations.
  • Defines areas of major cultural resource/environmental concerns, and designs and implements methods and procedures to address such concerns.
  • Identifies necessary cultural resources studies, develops specifications for scopes of work, determines cultural and scientific significance of identified resources.
  • Reviews proposals and reports relating to agency sponsored cultural resource work and in accordance with the guidelines and National Register of Historic Places criteria.
  • Provides archaeology and cultural resources technical assistance, guidance and training to agency field, area and state office employees.
  • Works closely with contacts in developing compliance policy and procedures for cultural resources preservation and tribal consultation in the state.
  • Prepares and maintains all technical guides and information dealing with cultural resources. Prepares technical cultural resource sections of contracts, environmental documents, agreement documents, and other instruments of agency intent.
  • Establishes and maintains contacts and cooperative working relations with districts, government agencies, private, industry, colleges and universities.
  • Establishes and maintains contacts and cooperative working relations to gain support and understanding in mutual programs and exchange legal and technical information in archaeology and cultural resources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Education Requirement:
A. Education
1. Degreethat included 3 semester hours each in the following course areas:

  • History of archeology.
  • Archeology of a major geographical area such as North America or Africa.
  • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
  • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
  • Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
AND Six semester hours of related course work in:
  • geography, geology, or cultural geography;
  • history, historiography, or historical archeology;
  • environmental studies;
  • scientific writing (nonfiction English composition); and/or
  • surveying;
AND Archeological field school.

2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).

OR

B. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

OR

C. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and which is typically in or related to the work of the position to be filled. Examples of specialized experience includes:
  • Working with State Historic Preservation Officers (SHPO) and Tribal Historic Preservation Officers (THPO) to cooperatively develop and implement programmatic agreements and other agreement documents
  • Experience making determinations of National Register of Historic Places eligibility in consultation with the SHPO or THPO and other consulting parties
  • Providing authoritative recommendations to leadership for the treatment and preservation of cultural resources in specific project areas
  • Providing training on archaeological methods and procedures through formal classroom trainings, webinars, and on-the-job trainings to meet objectives
  • Conducting archaeological fieldwork, developing cultural resources reports based on fieldwork, and reviewing cultural resources reports and other compliance documents
  • Reviewing cultural resources reports and deliverables submitted by others
  • Utilizing computer applications including ArcGIS, Excel, Access, and web-based tracking tools in support of cultural resources activities
  • Utilizing GPS technology and software for mapping
  • Developing and maintaining cooperative working relationships with employees, Federal and State agencies, volunteer groups, and other outside archaeological organizations
Note: There is no education substitution for the GS-12 level.

  • The Arizona State Cultural Resources Specialist (SCRS) will be required to qualify as the Principal Investigator (PI) on an Arizona Antiquities Act (AAA) permit in order to undertake cultural resources compliance activities for NRCS projects located on Arizona State Trust lands. The SCRS, as the PI on the AAA permit, is responsible for ensuring that all statutory requirements as well as those requirements stipulated in Arizona Board of Regents rules and Arizona State Museum (ASM) policies are met. The prospective PI is reviewed on professional qualifications, including a demonstrated competence in managing and administering research projects.
  • Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): Visit the OPM website for information on how to apply as a CTAP, RPL, or ICTAP eligible.   • Physical Demands: The incumbent is required to visit job sites where extensive walking on rough terrain, moderate climbing, bending, lifting, carrying moderately heavy objects, and being outdoors in all types of weather may be required.
  • Work Environment: Field visits are made to project locations to inventory and otherwise gather cultural resources and Tribal data. Adverse weather and unimproved roads are often encountered during field visits and may require the use of special protective equipment.
