Duties

Help
  • Receive, track, and respond to Freedom of Information Act (FOIA) and Privacy Act (PA) requests involving complex questions or legal issues.
  • Identify, extract, and prepare third party submitted information for notice and comment under Executive Order 12600, as well as other agency information for consultation or referral as necessary.
  • Provide advice to DFC staff and contract personnel regarding agency regulations, disclosure of records, appeals, and other related FOIA issues.
  • Provide basic training to applicable DFC employees in preparing responses to FOIA requests.
  • Research problems and review issues related to FOIA and PA requests, clarifies the issues and evaluates the need for additional information.

Qualifications

At the GS-11 level, you must meet one of the following qualifications:

A. O
ne year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: providing technical advice related to the Freedom of Information Act (FOIA) and records management and the Privacy Act (PA). This experience includes duties such as: receiving and processing FOIA requests; conducting searches to locate responsive agency records; identifying and redacting records exempt from public release consistent with applicable laws and agency regulations; preparing FOIA correspondence, to include notice and opportunities to comment to third party submitters of information; and managing agency FOIA logs and records; OR

B.
A PhD or three full years of progressively higher level graduate education leading to such a degree, or LL.M if related, that provided the knowledge, skills, and abilities necessary to do the work; OR

C.
A combination of higher level graduate education and specialized experience which equals 100%. For example, 2.5 years of higher level graduate education and 6 months of experience.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
