Summary

The purpose of this position is to serve as an Accountant in the Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP), Operations Division. This position is responsible for establishing and applying accounting theories, concepts, principles, and standards to the financial activities of the Agency. The position is assigned to SIGTARP Operations Division and works under the supervision of the ADSIG, or Director of Policy and Administration.

Duties

Help

As an Accountant, you will:

  • Perform various financial control procedures such as reconciliations, expense analysis, and relationship testing using various system tools such as Oracle Discoverer and MS Excel.
  • Relate assigned phases to prior year accomplishments, future plans and to overall assigned programs.
  • Prepare SIGTARP’s accounting reports and statements, administrative general ledger and subsidiary ledger maintenance, analysis of accounts, and adjusting and closing entries, establishment and management of internal controls, conducts reviews, develops operating financial procedures.
  • Prepare and present special studies and briefings for the purpose of presenting plans or furnishing and securing information.

The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) was established at the Department of the Treasury under the Emergency Economic Stabilization Act of 2008. The mission of SIGTARP is to conduct, supervise, and coordinate audits and investigations of the purchase, management, and sale of assets by the Secretary under the TARP. We are looking for people to join our team as we take on our responsibility to oversee this historic program and its participants.

The Special Inspector General for the Troubled Asset Relief Fund has the authority to appoint highly qualified re-employed annuitants with a salary offset (reduction) waiver.   Appointments may be permanent or temporary, not to exceed one year, which may be extended yearly. All re-employed annuitants serve at the will of the agency head and appointments do not confer tenure.

Qualifications

Specialized experience for the GS-14: For the GS-14: you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

  • Executing/maintaining accounting policies or regulations related to accounting; AND
  • Evaluating significant deviations from programmed objectives; such as: monitoring status of resources, current versus planned spend, tracking costs incurred, and other factors affecting financial performance; AND
  • Experience in monitoring Operating accounting systems.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

Education

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B.
Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2.
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3.
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
