The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) was established at the Department of the Treasury under the Emergency Economic Stabilization Act of 2008. The mission of SIGTARP is to conduct, supervise, and coordinate audits and investigations of the purchase, management, and sale of assets by the Secretary under the TARP. SIGTARP is a temporary agency and it is anticipated that the organization will be in in existence until at least 2024. We are looking for people to join our team as we take on our responsibility to oversee this historic program and its participants. 

As the Assistant Deputy Special Inspector General for Audit and Evaluation, you will: 

  • Plan and execute audits and evaluations that provide for independent reviews and appraisals of the operation of the TARP;
  • Provide flexible mechanisms for optimizing resources by using a multi-disciplinary staff, expanding coverage, and using alternative review methods and techniques for planning and supervising audits and evaluations; 
  • Develop overall work plans, strategies, and objectives, including priorities for audits and evaluations; 
  • Provide leadership to a multi-disciplinary group by directing and coordinating them to ensure that work objectives are accomplished in compliance with procedural, administrative, government auditing standards and Council of Inspectors General on Integrity and Efficiency (CIGIE) standard requirements.

You must meet the following requirements by the closing date of this announcement.

Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Part I – Technical Qualifications (TQs) -The TQ questions are mandatory for all applicants. Please submit a separate document addressing all of these.
 
TQ 1: Demonstrated executive level experience leading and directing a multi-disciplinary team to develop and recommend solutions for a wide range of issues or studies concerning the efficiency and effectiveness of high-profile programs, including operations and internal programs.
TQ 2: Demonstrated executive experience leading and managing the production of complex audits (non-financial statement) and evaluation reports that comply with professional auditing and evaluation standards.

Part II. Executive Core Qualifications (ECQs) - ECQ questions are mandatory for all applicants UNLESS you are a current member of the career SES, a former career SES member with reinstatement eligibility, or an OPM/QRB certified candidate.

ECQ 3: Results Driven -This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5: Building Coalitions/Communications -This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:
This position has been designated as a SES – General.
OPM Certification: An initial SES career appointment is contingent on approval from the Office of Personnel Management (OPM) Qualifications Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program.
Complete a one-year SES probationary period (unless already completed).
Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
If you are a male applicant born after December 31, 1959, certify that you have registered with Selective Service System or are exempt from having to do so.
Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
