Duties

Help

As a Lead Communication Specialist, you will:

  • Organize and oversee communication related to IT events and activities, including coordinating the logistics, run of show and related materials for OCIO meetings and events.
  • Draft and edit speeches, articles and other communication materials.
  • Evaluate and assess the effectiveness of communication plans, strategies, and outreach projects that effectively convey the organization’s priorities and increase awareness of information technology issues and services.
  • Be responsible for a variety of communication materials including developing and coordinating the implementation of communication project management, managing content development, developing and managing OCIO branding and marketing, managing OCIO digital content, creating and analyzing relevant surveys, and coordinating with the change management team.  
  • Develop and maintain a coordinated network of information sharing among internal staff to integrate communications efforts across the organization.
  • Collaborate with the OCIO leadership to recommend and implement a proactive communications program.
  • Collaborate and coordinate the development of graphics design projects, including reports, posters, presentations, newsletters, videos, illustrations, logos, infographics, and exhibits, involving writing and editing using plain language that explains complex information technology language or IT policy programs for various audiences.
  • Write, edit and provide technical assistance for a variety of publications for internal and external audiences. Coordinate content, graphic design, video, or social media activities.

The ideal candidate should have experience managing Information Technology (IT) related communications programs for an enterprise IT environment. Individual will have experience drafting and editing change management messaging in plain language as well as developing, implementing, and leading communication plans for enterprise IT initiatives. Individual will also have experience and expertise in social media management.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience creating and implementing organizational change management communications plans that utilize diverse modes of communication, including social media, visual materials, and other internal avenues.
  • Experience designing and writing project and other promotional materials (e.g. social media content, technical reports, brochures, website content, and other materials), and planning and facilitating stakeholder outreach events
  • Experience translating technical information into plain language for a non-technical audience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
