The Public Affairs Staff (PAS) administers the flow of speeches, Director reports, action documents, and other forms of written documents such as fact sheets, speeches, bios, news releases, and social media content through PAS to and from the IHS Director, the Department of Health and Human Services (HHS), the White House, tribal leaders and government, state governments, national Indian organizations, other Federal agencies, the Indian community, news media, stakeholders and the public.

Help

  • Develop and maintain effective working relationships with the news media. Respond to media queries. Arrange press conferences, media briefings, media availabilities, interviews and other news events and facilitate media interviews with agency senior officials and provides guidance to interview subjects on advisable conduct during news media contacts.
  • Write and edit news releases, speeches, fact sheets, biographies, and other materials. Ensure all IHS communication products meet quality standards, are factually accurate, and are processed in accordance with HHS policy. This includes providing ongoing information and assistance to IHS staff regarding IHS/HHS publication clearance process/requirements.
  • Write, edit and post agency news and information to social media platforms (Facebook, YouTube, LinkedIn, Twitter, etc). Uses digital images, video, and electronically-produced graphics to create original social media content.
  • Work with the IHS Office of Information Technology to maintain updated and targeted information on IHS webpages and in developing and maintaining agency social media platforms. Research and monitor new areas of Web and social media communication and advises PAS leadership on trends, tactics, metrics and techniques.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
For GS-12: Participating in public affairs campaigns, including writing and editing news releases, fact sheets, talking points, social media and digital outreach, and other communication products; responding to media inquiries, facilitating media interviews, and interacting with journalists; developing content for social media platforms; ensuring communication products and content comply with established protocols; utilizing multi-faceted communication methods to develop products following established policies and regulations.
For GS-13: Leading and directing public affairs campaigns using advanced communication methods including social media and digital outreach; developing and applying new approaches to difficult, complex and sensitive public affairs problems; developing and evaluating information programs to enhance understanding amid opposition or indifference to Agency programs and activities; analyzing public reactions and diverse points-of-view to facilitate development of agency responses and talking points; maintaining awareness of Agency's position and objectives; advising senior agency officials on public affairs issues; communicating official agency positions as a spokesperson to various media sources; and planning, executing and evaluating communication with target audiences, partners and other relevant stakeholders.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.

Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.

Telework eligible in accordance with agency policy.

This position has promotion potential to the GS-13 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
