Summary

This position is part of the National Archives and Records Administration, Heritage Science Research and Testing Lab. As the Director of Heritage Science Research and testing, you will be responsible for directing, planning and administering a full-scale, multidisciplinary program of heritage science research and testing to support the long-term preservation of the NARA's holdings, ranging from the Charters of Freedom to textual holdings to audio, video and motion picture film.

NARA's Preservation Strategy and Heritage Science Strategy are the documents that set out the strategic plans for the heritage science team for the next 3 years. These as well as the staff's current projects are available on archives.gov/preservation.

As the Director of Heritage Science Research and Testing, you will:

  • Direct programs of applied research that address preservation challenges of a 21st century archives and provide evidence used to inform preservation policy and contribute to setting the overall policies relating to preservation activities and practices.
  • Serve as a leader for planning and delivery of the Heritage Science Strategy and moves forward programs of primary research and technical studies related to the preservation of NARA holdings.
  • Provide expert assistance to technical requests; advise on programmatic, scientific and technical problems; negotiate or settle issues; interpret analytical data for senior managers; and assist conservators by providing technical analysis that adds to the historic narrative of NARA holdings.
  • Provide technical supervision, assistance and direction to the team; ensure the training of new staff in proper procedures used by NARA laboratories, the proper use of scientific equipment, and in the standards and procedures in place within the Preservation Programs Division.
  • Establish a collaborative network of preservation professionals to develop close relationships across organizational lines, with other allied organizations and the higher education sector.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

1. BASIC REQUIREMENTS:

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

AND

2. SPECIALIZED EXPERIENCE:
Specialized Experience for the GS-14: Specialized experience is one year of experience at the GS-13 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

-Delivering preservation-related research; AND
-Reviewing and approving preservation technical studies and presenting information to stakeholders; AND
-Analyzing data and presenting data.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks
