Summary

As a Spatial Data Management Specialist you will operate as a subject matter technical specialist on Spatial Data Management Program (SDM) providing technical advice to the Public Buildings Service, Southeast Sunbelt Region, Spatial Data Management (SDM) program.

Location of position: GSA, Public Buildings Service, Portfolio Management Division, 77 Forsyth Street SW, Atlanta, GA 30303.

Duties

Help

Major duties include, but are not limited to the following:

  • Establishes and executes SDM data management policies for the PBS real property
    inventory and develops data standards and procedures for the storage and retrieval of data in the
    eSMART and Rexus business systems.
  • Identifies significant data issues, problems and discrepancies and proposes and implements innovative and proactive solutions that support the SDM
    mission.
  • Serves as a consultant to Portfolio Management staff, Realty Specialist, Asset Managers, Property Managers and Construction Project Managers on matters relating to the spatial data associated wit PBS real property inventory, including agency space assignments and occupancy agreements.
  • Responsible for reviewing and analyzing the information in the variance reports to ensure the information is consistent in the applicable systems and identifying and making appropriate corrections to the systems involved.
  • Monitors the buildings in eSMART as to their auidit/re-walk status and plan schedule SDM activities for contracted building audits and Initial Measurement and Validation (IMV), including the coordination of the parties necessary for data and drawing reconciliation.
  • Indentifies discrepancies, proposes solutions to errors, and extrapolates and synthesizes a variety of raw business data into useful business information and tailored reports.
  • Works closely with capital project delivery teams to provide timely analysis and feedback ensuring compliance with prospectus authorization requirements and evaluating success in satisfying client agency requirements.

The GS-12 salary range starts at $80,830.00

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is experience creating, analyzing, maintaining and modifying drawings using the Automated Computer Aided Design (AutoCAD) Map 3D software; verifying accuracy of spatial data for buildings and building features; and analyzing and creating reports to track progress of construction projects. This experience must include applying qualitative and/or quantitative methods for assessing or improving spatial data management (SDM) and providing training and/or presentations on the status of contractor accomplishments.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  1. Knowledge of the Computer Integrated Facilities Management (SDM) program, Computer Aided Design
    CAD), and Computer Aided Facilities Management (CAFM), governing laws, regulations, methodologies
    and/or policies to provide sound and guidance on issues related to the SDM Program and their impact on
    the business lines.
  2. Knowledge of real property facilities, real estate management, and automated information systems to
    apply new developments to problems not susceptible to treatment by normally accepted methods.
  3. Analytical skills to apply various qualitative and/or quantitative methods for assessment and
    improvements of the SDM program.
  4. Skill in oral and written communication to present recommendations to higher authorities, to obtain
    compliance with policies from local activities, to articulate complex positions/policy, to represent the
    region/agency on task forces and assist in conducting briefings and training.
  5. Knowledge of the agency's mission, program, and legislative history to develop and advise on policies
    and program goals.
  6. Knowledge of computer hardware, peripheral equipment, software capabilities and limitations, and of the
    concepts of interactive ADP systems, including specific knowledge of CADD, CAFM, and intra/internet
    systems, in order to implement systems and effectively use them.
  7. General knowledge of management principles and of orders and regulations as they pertain to the
    business line.
  8. Knowledge of contract management and administration principles to assure scope of work is provided by
    contractors and appropriate level of work effort is provided to ensure satisfactory work effort and service
