This position is located within the Department of the Interior, Office of the Secretary, Office of Human Capital and Diversity, Executive Resources Division in Washington, DC.
At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
1. Serves as a HR Specialist responsible for the full range of personnel programs related to executive resources, including, but not limited to Senior Executive Service (SES) members, Scientific and Professional (ST), and Senior-Level (SL) employees, political appointees, Schedule C employees, experts and consultants, and members of the SES Candidate Development Program (CDP).
2.Manages the recruitment and classification process for SES/SL positions for serviced organizations. Researches, analyzes and prepares all documentation and justifications to support recruitment requests for SES/SL position.
3. Develops, reviews and edits technical qualifications/crediting plans. Prepares and issues SES/SL vacancies; receives applications; conducts initial qualifications assessment, coordinates and manages executive rating panels, and prepares selection certificates.
4. Provides advice and guidance to selecting officials and organization/bureau leadership on laws, regulations, rules and procedures, as they pertain to the recruitment and staffing of senior executives and senior leadership positions.
5. Participates in conferences, seminars, briefings and similar meetings where the purpose is to inform and educate management, senior executives and senior leaders on executive resources program policy, problems, issues, developments and objectives.
6. Coordinates, develops, reviews and prepares in final form all required documentation to obtain Executive Resources Board approval for appointments, reassignments, transfers, and details to the SES/SL.
7. Coordinates and oversees the hiring and processing of approved candidates from selection through entrance on duty.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information: GS-9: $59,534 - $77,396 per annum; GS-11: $72,030 - $93,638 per annum; GS-12: $86,335 - $112,240 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications
Minimum Qualification Requirements:
GS-09 To qualify for the GS-09 grade level applicants must meet either A, B or C as defined below. If qualifying on specialized experience, applicants MUST meet all three (3) specialized experience, and your experience MUST be clearly written in your resume:
A. Specialized Experience - To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in ALL of the following: (1) Utilize a human resources automated staffing system (i.e., USAStaffing, Monster) in determining qualifications of applicants; (2) research and interpret human resources laws and regulations and develop conclusions and recommendations; and (3) provide assistance to managers, applicants and employees on federal human resources matters.

B. Education - 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related Ph.D. or equivalent doctoral degree.

C. Combination - A combination of specialized experience and education that equals 100% of the requirement for the GS-09 grade level.
GS-11 To qualify for the GS-11 grade level applicants must meet either A, B or C as defined below. If qualifying on specialized experience, applicants MUST meet all Four(4) specialized experience, and your experience MUST be clearly written in your resume:

To qualify for the GS-12 grade level Applicants MUST meet all four (4) specialized experience, and your experience MUST be clearly written in your resume:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in ALL of the following: (1) Utilize USAStaffing or other automated staffing system to prepare vacancy announcements, formulate crediting plans, evaluate applicant qualifications, issuing and auditing certificates, and notifying applicants of status; (2) ensure that all personnel actions meet statutory and regulatory requirements; (3) provide advice and counsel on recruitment and classifications strategies to hiring managers; and (4) draft HR related documents and memoranda.
NOTE: At the GS-12 grade level, education cannot be substituted for experience.
