Summary

The incumbent functions as Program Manager for the Post-Traumatic Stress Disorder (PTSD) Residential Rehabilitation Treatment Program (PTSD-RRTP) providing a 24-hours-per-day, 7 days-per-week structured and supportive residential treatment environment serving Veterans with PTSD and comorbid medical, psychiatric, SUD, homelessness and unemployment issues. Incumbent manages the program's clinical and administrative operations, ensuring it delivers effective rehabilitation & treatment services.

Help

Major duties for the Program Manager include (but are not limited to):

  • Offering a full range of psychodiagnostic services, particularly for complex or unusually difficult patients with trauma and stressor-related disorders.
  • Providing a full range of evidence-based therapeutic interventions to patients, family members, and significant others in group and individual formats, including brief interventions, motivational interventions, cognitive behavioral therapy, evidence based psychotherapies and psychoeducational interventions;
  • Providing consultation to professional staff within the medical center and to community providers;
  • Planning, implementing, and reporting the results of ongoing program evaluation and data-driven quality improvement projects that are designed to monitor the effectiveness of the clinical program;
  • Providing leadership, giving advice, counsel, and instruction to employees on both clinical and administrative matters; effecting minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases in consultation with employees' disciplinary supervisor of record;
  • Planning, implementing and reporting the results of ongoing program evaluation and data-driven quality improvement projects that are designed to monitor the effectiveness of the clinical program.

Work Schedule: Monday-Friday 7:30AM to 4:00PM (Some evening and/or weekend duties may be required)

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Must possess a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
    • NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation).

Preferred Experience: Experience working in a residential setting; Experience in provision of evidence-based psychotherapies for PTSD; Experience in program management, including data-based performance improvement; Experience in providing supervision to others.

Grade Determinations: GS-13 In addition to the basic requirements, the candidate must possess: at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
  1. Ability to make judgments and decisions associated with program management.
  2. Ability to monitor program outcomes using data driven quality assurance process.
  3. Ability to develop productivity standards appropriate to each service provided.
  4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
