Summary

This position is located in the Economic Impact Branch, Data Analytics Division, Innovative Center (IC). The IC applies cutting-edge techniques and best practices to deliver customer-driven, innovative products and services to improve Rural Development (RD) program delivery and improve the quality of life in rural America.

The incumbent will work in collaboration with program staff to understand, measure, and communicate the impact of RD's investments on rural communities.

Help
  • Serves as an analyst for assigned planning, policy and special studies.
  • Participates with higher graded specialist in identifying and developing data collection instruments and methodology of primary data to meet research goals.
  • Participates in aspects of design, researchable question development, data collection and analysis, message development, and report writing.
  • Provides expertise and advice on quantitative and qualitative data analysis of either primary or secondary data.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS-09 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: Specialized experience is defined as the ability to analyze, validate and present social science data to internal and external stakeholders. Assist in writing reports and making recommendations for program improvements by using quantifiable data-based analysis, statistical studies, and/or surveys to assess risk, feasibility and effects of operational programs. Knowledge of qualitative and quantitative analytical techniques that can be applied to analyzing and evaluating the effectiveness of government programs, policies, and regulations, OR two full years of progressively higher level graduate education leading to such a degree OR and LL.B. or J.D. Equivalent combination of experience and education are qualifying at this grade level.

For the GS-11 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: Specialized experience is defined as the ability to analyze, validate, and present social science data to internal and external stakeholders. Experience in writing reports and making recommendations for program improvement by using quantifiable data-based analysis, statistical studies, and/or surveys to assess risk, feasibility and effects of operational programs. Knowledge of modeling and statistical analyses of economic, financial, and administrative data. Evidence and experience of using qualitative and quantitative techniques to analyze and evaluate the effectiveness, efficiency, and productivity of government programs, policies, and regulations, OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Equivalent combination of experience and education are qualifying at this grade level.

Education

Basic Requirements

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
