Duties

Help
  • Serves as an expert forensic accountant in the identification, examination and analysis of financial data. Coordinates the examination of financial aspects of investigations in cooperation with case agents, prosecuting attorneys and others.
  • Independently conducts complex financial and data analysis on evidence to determine the civil or criminal nature and extent of the matter. Prepares financial and data analysis results in manner required by the Special Agents to document the case.
  • Determines the best methodology to analyze the financial and contractual information using Generally Accepted Accounting Principles and general business practices. Identifies internal control weaknesses found during the investigation.
  • Manages the audit process by documenting and reporting internal control weaknesses to NASA management. Conducts data analysis to determine procurement areas that may be vulnerable to fraud.
  • Developing new forensic accounting techniques that are related to various types of government contracts.

Qualifications

This position requires applicants to meet an education requirement in addition to having at least one year of specialized experience in order to be found minimally qualified.

SPECIALIZED EXPERIENCE

For the GS-13 grade level, you must possess one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. Specialized experience may include: experience in forensic accounting and in identifying and substantiating fraud cases, supporting ongoing investigations, and helping the agency further investigative and mission goals; proven skill in supporting and participating in complex fraud investigations, including experience with the analysis of financial records, as well as assisting in the interview of witnesses for information; preparing complex financial flowcharts, financial statements, and reports to enhance case presentations; experience distinguishing between criminal and regulatory matters through written products, research, data searches, and other methods showing a thorough analysis of the issue(s), in order to quickly determine the relevancy of an allegation; and proven skill in writing prosecution reports and administrative memoranda such as management referral letters or suspension/debarment requests, and providing testimony or PowerPoint presentations to management, prosecutors and judges.

PREFERRED QUALIFICATIONS: Although not required, applicants with a Certified Fraud Examiner (CFE) Certification, and who have experience supporting white collar crime investigations are encouraged to apply.

Education

You MUST meet one of the following basic education requirements:

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
