About the Position: This position is with the U.S. Army Corps of Engineers, North Atlantic Division (NAD) Fort Hamilton Office. The incumbent will work under the broad administrative direction of the Chief, Real Estate both as an Assistant and as a leader of Real Estate Communities of Practice. Has the broad authority to oversee and manage the Real Estate objectives, programs execution, and actions within existing policy and regulatory requirements.

Duties

Help
  • Functions as an assistant to the Chief of the Real Estate Center and as a leader to the Real Estate Communities of Practice.
  • Serves as an advisor concerning all Real Estate policies, programs, activities, and actions.
  • Interprets agency objectives into specific procedures, policies and plans.
  • Provides technical expertise in the resolution of problems and issues requiring upper echelons of management from various agencies.
  • Oversees Real Estate actions and activities that spans multiple Districts.
  • Serves on special task forces, committees, and groups to develop initiatives to improve effectiveness.
  • Assists to plan various Real Estate programs including Acquisitions, Management and Disposal, Planning and Control.
  • Approves Real Estate transactions recommended for approval by District offices.
  • Reviews and recommends appropriate action on District actions being forwarded to higher authorities.

  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
  • This position requires the incumbent to obtain and maintain a valid state issued driver's license.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires travel away from the official duty station for approximately 25% of the time on an annual basis
  • This position requires that the incumbent obtain the Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification for Facilities Engineering within 2 years of hire.
  • This position requires that the incumbent obtain an ACO (Administrative Contracting Officer) warrant within 2 years of hire.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-14: One year of specialized experience which includes 1) Overseeing the management and/or disposal of real property; 2) Evaluating complex and/or controversial contract leasing documents; 3) Administering policies regarding management and/or disposal of real property.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
