Summary

The Executive Director reports directly to the OM PDAS/DCFO, who defines the overall goals and objectives and provides broad policy guidance. The Executive Director exercises independent judgment and has extensive latitude for taking initiative within assigned areas of responsibility and is given wide latitude for independent decision-making. The Executive Director work is reviewed for adherence to policy and results achieved.

Duties

Help

Some of the major duties include but are not limited to the following:

  • Provides leadership and high-level management expertise in directing and managing the Office of Business Oversight and provides coordination oversight in the development and implementation of VA business oversight policies, plans and procedures.
  • Responsible for developing and implementing corrective action plans to strengthen operational and financial internal controls; reduce improper payments; and eliminate fraud, waste, and abuse.
  • Conduct evaluations of financial management programs; perform internal control reviews and assessments; and develop and present improvement recommendations and oversee remediation efforts.
  • Collaborates with internal and external stakeholders to identify and develop plans and solutions to remediate identified deficiencies and control findings.
  • Manges staff and establishes organizational goals and objectives. Undertakes leadership assignments which are often highly complex, potential sensitive and/or controversial and broad in scope.

Qualifications


To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrates relevant knowledge, ability, and experience to successfully establish and maintain effective and efficient internal controls for the Department; reporting and reducing improper payments; and identifying and eliminating fraud, waste and abuse.

TQ2: Possesses superior management ability and competence in evaluating financial programs to perform internal controls reviews and assessments, to develop and present improvement recommendations and to oversee remediation efforts.
