Duties

Help

As an Appraiser, you will:
  • Organize, develop, and conduct periodic formal informal training of Underwriters, approved appraisers and personnel from various trade organizations; also provide training and direction to less experienced staff in the Branch.
  • Conduct detailed field reviews of selected URARs received from appraisers and analyze all the information submitted for accuracy, supportability and consistency, and to ensure that, in each case, the appraiser has properly applied the current principles, practices, and techniques of appraising.
  • Recommend disciplinary actions or sanctions against appraisers who violate USPAP or HUD program requirements as set forth in HUD handbooks and in the Code of Federal Regulations (CFR).
  • Upon request, advise the office's underwriters regarding non-routine questions or considerations arising in their review of underwriting or in the course of their underwriting of HUD-processed cases.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market.  The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit.  Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.

Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

The applicant must not be: listed on the General Services Administration's Excluded Parties List system (SAM); listed on the system Award Management (LDP) list; listed on HUDs Credit Alert Verification Reporting System (CAIVRS); or ineligible to perform Federal Housing Administration appraisals due to Federal Housing Administration sanctions.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

Completing desk and field reviews of Single Family property appraisals; AND
Providing technical assistance and policy guidance on appraisal related issues; AND
Analyzing and resolving appraisal valuation issues and assessing related collateral risk.

In addition to meeting specialized experience, applicants must have a State Certified Residential Appraiser License. (You must submit a copy of your current state license and certification to be considered. Failure to submit this required documentation will result in loss of consideration for this position.)

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
