As the Supervisory Statistician, managing the Office of Technology, Financial and Analytics (OTFA) application of data analytics techniques, leading the Office of Inspector General (OIG) data analytics efforts to identify for review areas of potential fraud and possible mismanagement, and providing policy advice and expertise in all matters involving Department data sources in support of OIG operational activities. The incumbent:
Develops, coordinates, and implements strategic plans relating to data analytics techniques to include mission, goals, objectives, and implementation strategies.
Uses data analytics techniques to assess Department-wide or agency-specific operations.
Leads OIG-wide proactive data analytics projects to identify high-risk and potentially fraudulent contracts, grants, and purchases, and assists OIG decision-makers in the initiation of audits, inspections, investigations, and reviews.
Collaborates with officials of other federal, state, and local government agencies and non-government organizations in the area of data analytics techniques, Audit Managers, and other OIG managers to coordinate activities of OIG-wide interest.
Collects, reviews, interprets, evaluates, and integrates data from multiple sources pertaining to extensive, interrelated financial, or functional fields.
Develops highly technical test cases to ensure applications function according to requirements.
Supervises staff of data analytics experts ensuring adequate mentoring, staff development and training. Performs the administrative and human resource management functions relative to the staff supervised. Provides advice and counsel to workers related to work and administrative matters.
Successful completion of a background and security investigation required.

Qualifications
You must meet one of the Basic Requirements listed in the Education Requirements section below and/or "Specialized Experience" to qualify for this series as described below.
The specialized experience listed are the minimum requirements for the series, each particular vacancy may have additional experience necessary to meet the applicable grade level.
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience is defined as: Managing applications such as Tableau, ACL, or other ETL (extract, transform, and load) or MDM (master data management) system. Developing highly technical test cases to ensure applications function according to requirements. Applying theories, concepts, principles, and practices of data analytics and planning, organizing and completing analytical studies. Writing briefing papers and conducting briefings. Managing and supervising staff, including mentoring, training and staff development.
CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
