Duties

Help

As a Chief Statistician/Statistical Policy and Science Branch, some of your typical work assignments may include:

  • Pursuant the Paperwork Reduction Act of 1995 and predecessor laws, develops long-range plans for the improved performance of Federal statistical activities and programs.
  • Coordinates, through the review of budget proposals and otherwise, the statistical functions of the Federal Government with respect to gathering, interpreting, and disseminating statistics and statistical information that are carried out in more than 100 agencies.
  • Ensures that the FSS is positioned to meet the increasing demand for more timely information.
  • Evaluates statistical program performance and agency compliance with government-wide policies, principles, standards, and guidelines.
  • Represents the U.S. as a member of the United Nations Statistical Commission, the OECD Committee on Statistics and Statistical Policy, and similar international statistical bodies; ensures participation by U.S. technical experts on working parties developing international statistical standards; and coordinates U.S reporting of data to international organizations.
  • Pursuant to the Information Quality Act, develops and implements Government-wide policies, principles, standards, and guidelines for ensuring and maximizing the quality, objectivity, utility, and integrity of information (including statistical information) disseminated by Federal agencies, including promoting transparency in the methods and processes of data generation, acquisition, curation, dissemination, and use by Federal agencies.
  • Pursuant to the Confidential Information Protection and Statistical Efficiency Act, coordinates and oversees the confidentiality and disclosure policies and practices of the affected agencies and information collections.
  • Forges collaborative relationships with peer executives in the Executive Office of the President.
  • Supervises, as Chief, Statistical and Science Policy Branch, a professional staff comprising of senior scientists and statisticians who assist with the implementation of the Federal Statistical Program.
  • Coordinates the development of responses to Congressional mail or substantive and highly complex issues or legislation.
  • Represents OIRA in interagency and public forums.

Qualifications

QUALIFICATION REQUIREMENTS: You must submit a separate narrative statement that addresses each of the Mandatory Technical Qualifications (MTQs) related to this position as well as the Executive Core Qualifications (ECQs) related to all positions in the Senior Executive Service.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative or bullet format acceptable) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all technical qualifications. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.'

  1. A high degree of professional education and training in statistics, survey methodology, data science or a related field such as economics or other science or social science field that has a large data or statistical analysis component, and broad acquaintance with one or more topical areas affected by governmental activities.
  2. Demonstrated analytical ability to understand the complex problems of governmental and private data gathering and interpretation by numerous agencies, for multiple purposes, and in a wide variety of independent subject matter fields.
  3. Demonstrated ability to communicate concisely and effectively with senior policy officials, both orally and in writing, particularly in support of policy processes that often involve short timeframes.
  4. Demonstrated ability to represent agency policies and positions effectively and to negotiate differences to mutually acceptable outcomes.
  5. Experience in, or demonstrated potential for, leading teams and/or managing a professional staff in broad and high-level professional activities in either government, industry, or the academic world to achieve timely, effective, and high quality results.
Your narrative statements should include examples of experience, education, and accomplishments applicable to the qualification. Structure your statements in terms of the action taken, the context or environment in which the action was taken, and the outcome or results from such actions. You should write each statement with the vacancy in mind as all qualifications are directly related to the position being filled. Be sure to include appropriate training and awards when addressing your qualifications. Please limit your narrative statements to one and a half pages per factor.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory executive core qualifications. (If you do not submit a separate statement addressing the ECQs and MTQs, you will not receive consideration for the position.)

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES.

The following Fundamental Competencies are cross-cutting and should be addressed over the course of your ECQ narrative. It is not necessary to address them directly as long as the narrative, in its totality, shows mastery of the competencies on the whole. The competencies are: Interpersonal Skills; Oral Communications; Continual Learning; Written Communication; Integrity/Honesty; and Public Service Motivation.
  1. Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  2. Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  3. Results Driven - This core qualification involves the ability to meet organization goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  4. Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.
  5. Building Coalitions/Communications - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Occasional Travel:
International travel to represent the United States at the United Nations and OECD meetings on statistical topics. Domestic travel to UN meetings held in New York and professional society meetings. Local travel to represent the Office of the Chief Statistician in studies being conducted by the National Academies of Sciences' Committee on National Statistics as well as interagency activities.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The Office of Administration's Human Resources Management Division will review all applications to determine if applicants meet the mandatory professional/technical qualifications of this position and the SES ECQs. Those who meet the qualifications will be referred to a panel of SES members for rating and ranking to determine the "best qualified" candidates. The panel may conduct interviews with the top candidates and then make a recommendation to the selecting official about the top candidates that he/she should interview.

Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board, unless the selectee is a current SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
