Duties

Help

As a Records and Information Management Specialist, you will:

  • Serves as the subject matter expert on the records management lifecycle process to include creation, maintenance, use, disposition, and preservation of records, regardless of media including having access to classified documents.
  • Establishes and implements an internal agency records and information management audit processes which ensures quality control and review; compliance; risk assessments  and surveys to measure the effectiveness of electronic systems and for general program improvement purposes thereby supporting the principles of transparency and information sharing throughout the agency.
  • Plans, coordinates and implements new or improved administrative and management processes as a senior analyst for administrative management. Reviews department policies and procedures, with emphasis on continuous process improvement.  Evaluates the effectiveness of existing policies and develops revised policies and processes.
  • Participates as a key member of the  senior staff in planning and operational activities; coordinates with other agency senior managers both program and administrative and Departmental officials to develop annual staffing needs including on-site contractors, travel/training projections, as working capital fund business line financial projections within the responsibility of the team and formulates, directs, and evaluates these activities/recommends changes to provide enhanced services to customers.   Oversees management of the  team budget execution and business line expenditures under the purview of the incumbent.
  • Leads and  works with staff responsible for coordinating a substantial physical security/safety program that entails extensive clearance activities for  contractor staff operating on-site and for vetting of non-citizens for  visits or work within the facility.
  • Serves as card approving official for purchase cards and/or manages  purchase card program.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as leading in managing, monitoring, analyzing, and evaluating programs and policies for a records and information management program, including measuring operational effectiveness, interpreting policy, communicating the results of analytical work, providing guidance and defining operational practices. Developed standard operating procedures to improve the administration of the program.

  1. Knowledge of the concepts, regulations, policies and procedures of records management.
  2. Knowledge of skill in applying analytical and evaluative methods and techniques to issues or studies  concerning the efficiency andeffectiveness of record operations.
  3. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.   Skill in developing new or modified work methods, organizational structures, management processes, and/or records  management.
  4. Knowledge  of the major issues, program goals and objectives, work processes and administrative operations.
  5. Knowledge of access authorization, personnel security, security awareness, the human reliability program, foreign travel, visitor control activities, badging processes, and the foreign ownership control and influence program.
  6. Experience with rules and regulations of purchase order card program to ensure compliance with procurement regulations.
