As a Housing Program Officer, you will:

  • Lead teams in the development of policy, procedures and other guidance on complex single family mortgage insurance and related programs, tracking work progress and status, estimating and reporting on work completion, responding to and assisting with technical issues and problems, and identifying and reporting on program performance and training needs for both HUD staff and industry partners.
  • Serve as the technical expert in the laws, policies, regulations and precedents covering Single Family programs and the service delivery requirements of each major division within the Single Family Program Office and as such, handles a wide variety of assignments designed to assess and improve service effectiveness and or improve management oversight, processes and controls of programs administered within the office and through the Homeownership Centers (HOCs).
  • Represent the Division Director and/or Deputy in meetings with persons and groups outside the Department. Typical contacts include members of Congress and their staff members, leading representatives of national trade associations, officials of large financial, building and real estate firms, among others.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally under served by the private market.  The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit.  Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.

This position reports to the Office of Single Family Program Development. The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: developing performance and planning tools and administrative requirements to effect organizational changes, improve operations or enhance program services or delivery, and participating in a variety of communication settings presenting and acquiring information.
Examples include:
- Analyze management issues and controversial housing issues; OR
- Provide effective oversight and guidance to diverse groups in the mortgage finance industry; OR
- Provide leadership and/or direction of others for programs involving unique legal or regulatory issues.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
