Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG). The incumbent of this position will work within the Office of the Mission Support Team (MST), Logistics Management Office (LMO), Property and Mail Services Division.

Duties

Help
  • Assisting in maintaining the Accountable Property System of Record (APSR),
  • Performing data entry using manual and electronic systems and producing reports for analysis and guidance to peers and property custodians,
  • Providing hands-on training to property custodians and users.
  • Performing physical inventories and running reconciliations independently.
  • Maintaining property records for assigned transactions.
  • Actively participating in the development of policy and procedures for the inventory staff to utilize.

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a SECRET security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • All qualifications requirements must be met by the closing date of this announcement.
  • The incumbent must adhere to the DoD Standards of Conduct.

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

GS-09 Level:

Specialized Experience for GS-09: You must have at least 52 weeks of specialized experience at the GS-07 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience serving in a technical or developmental position in property, inventory management or supply management. Duties included maintaining stock levels, completing property and inventory forms, entering data and conducting inventories under the guidance of a higher level specialist.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-11 Level:

Specialized Experience for GS-11: You must have at least 52 weeks of specialized experience at the GS-09 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience assisting higher graded staff in property management; performing routine data entry for property and inventory management; conducting assigned hands-on physical inventories; and maintaining routine audit records for property management and accountability systems.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-12 Level:

Specialized Experience for GS-12: You must have at least 52 weeks of specialized experience at the GS-11 or equivalent experience.Specialized experience is defined as: experience assisting the Accountable Property Officer (APO) with both manual and electronic accountability procedures utilizing the Accountable Property System of Record (APSR); performing routine data entry for property and inventory management to include issue, transfer, retention distribution, excess and disposal; conducting assigned hands-on physical inventories; and maintaining routine audit records for property management and accountability systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience at the GS-12 level.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specialized in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
