Summary

The incumbent serves as a Supervisor in the Office of Audits, Information Technology Division (AUD/IT), within the Office of Inspector General (OIG), for the U.S. Department of State (Department). OIG has statutory oversight responsibility covering the Department and U.S. Agency for Global Media (USAGM). AUD/IT is responsible for planning, conducting, supervising, and coordinating IT performance audits of the Department, USAGM, and the International Boundary and Water Commission (USIBWC).

Duties

As a Supervisory Auditor in the AUD/IT Division, under the broad direction of an Division Director, the incumbents duties and responsibilities include:

• Supervising a number of Auditors, Management Analysts and/or Information Technology Specialist in carrying out individual audits, that comprise of the comprehensive audit program of the specific division to which assigned.
• Serving as an expert auditor and technical advisor for conducting IT general and application audits.
• Carrying out a full range of supervisory responsibilities, expected in the federal government such as, establishing priorities and deadlines for work accomplished, ensure staff carries out work in a timely and fully satisfactory manner, evaluate subordinates and prepare formal performance appraisals, identify training and developmental needs, carry out EEO requirements, hear grievances and provide conflict resolution as appropriate, etc.
• Developing proposals and recommendations for consideration by the Division Director/DAIG on specific subject-matter areas that should be covered in audits and management reviews.
• Participating with other supervisory staff and the Director in planning a comprehensive audit program for the office and/or division.
• Developing a detailed audit plan for the audits.
• Providing continuous on-site leadership for the conduct of many of the assigned audits, and making decisions, when possible, in connection with specific problems and issues that may arise.
• Ensuring that audits, related system reviews and internal control assessments are performed with technical proficiency, in a timely manner, and in accordance with the standards set by GAGAS, FISCAM, OMB, etc.
• Recommending the expansion or conclusion of an audit based on judgments regarding existing finding and reviewing/commenting on work papers and reviewing/editing the audit report segments provided by individual team members to ensure conformance with overall report writing policies and standards of the Inspector General.
• Effectively representing the OIG in communicating and negotiating the acceptance of audit findings and recommendations by maintaining relationships with staff members and officials of the audited Department or USAGM entities.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, or public administration or accounting;

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience in interpreting and applying professional accounting/auditing standards to include the Generally Accepted Government Auditing Standards and the Federal Information Security Modernization Act (FISMA).
  • Experience in overseeing and directing operational activities of audit teams and members conducting difficult assignments that typically involve interrelationships between programs, systems, functions, and policies. Activities include reviewing and evaluating the performance entities assigned functions.
  • Experience in independently conducting comprehensive audits and evaluations which include the identification and analysis of numerous factors, such as recommending approaches and proposing possible solutions involved in programs, operations and systems.
  • Experience in leadership and management functions such as balancing workloads and commitments, evaluating audit managers performance, supporting EEO initiatives, hearing and resolving employee complaints and identifying employee professional training needs etc.

There is no substitute of education for experience at the GS-14 level.

  • Knowledge of Information technology concepts, policies, procedures and tools to include IT system controls and risk assessment techniques.
  • Skills in organization, managing, and leadership in order to effectively manage and professionally develop auditors and management analyst in the AUD/IT Division.
  • Skills in critical thinking and a wide range of qualitative and quantitative methods required to analysis and improve programs, and propose innovative solutions to deficiencies during audits.
  • Ability to verbally communicate effectively to present briefings, lead meeting, provide training and represent OIG internally and externally at functions or events.
  • Ability to communicate effectively in writing to develop clear, concise and accurate audit reports appropriate to the type of audience using the audit report.
