As a GOVERNMENT INFORMATION SPECIALIST at the GS-0306-13 some of your typical work assignments may include:

  • Analyzes and reviews FOIA and PA requests submitted by the public, reconciling conflicting opinions and resolving requester complaints, disputes and concerns, and clears DTRA information intended for release to the public either directly or through Congress, ensuring that information, is properly protected by one or more exemptions of 5 USC 552 or 5 USC 552a.
  • Implements the Freedom of Information Act (FIOA)(5 USC 552) and Privacy Act (PA) (5 USC 552a) programs within DTRA, which includes the policy development, administration and conduct of the FOIA/PA programs.
  • Interprets DoD FOIA and PA policy for DTRA application, and establishes and implements DTRA policy and programs required by law for public access to DTRA Director for signature. Briefs and provides training to all DTRA employees to include senior officials on issues regarding the management and oversight of the DTRA FOIA and PA programs.
  • Analyzes and evaluates FOIA and PA requests for DTRA records in terms of cited legislation and content to determine legislative applicability. Determines cognizant DTRA office(s) responsible for search and review of requested documents and ensures action is properly assigned. Works directly with attorneys in writing legal affidavits in support of litigation filed pursuant to FOIA. Takes initiative to ensure requests for non-DTRA information are transferred to proper agencies. Accomplishes staff liaison and coordination to expedite processing within statutory time limits. Serves as the DTRA authority on all issues dealing with personal privacy, to comply with the Office of Management and Budget (OMB) guidelines regarding safeguarding personally identifiable information. Provide the Division Chief recommendations on the clearance of information for public disclosures. Reviews for clearance, subject matter pertaining to virtually every aspect of DTRA to ensure it is not in conflict with established DoD and government domestic and foreign policies and programs, and does not divulge information that may impact directly on national security. Ensure that the Initial Denial Authority's determination on information releases are in accordance with the Acts, legal precedents, and current OMB, Office of Personnel Management (OPM), Department of Justice (DOJ), and DoD policy guidance.
  • Conducts final security and policy review of DoD information destined for release, in compliance with DoD's responsibility or the accurate and timely disclosure of defense information to Congress, public media, and the general public, contributing directly to the national objective of an informed public and the conduct of an open government.
  • Oversees the DTRA Privacy Program to include the review of DTRA Information Technology (IT) systems for compliance with the PA and OMB guidelines, compiles the DTRA FISMA Agency Privacy Management report, publication of the System of Records Notices in the Federal Register, collaborates with System Managers, CIO and Information Assurance to ensure Privacy Impact Assessments are created, accurate and published in accordance with DoD policy. Ensures appropriate PA requirements are incorporated into any new automated information systems. Reviews existing and/or creates new Privacy Act Statements on all DTRA forms that request personal information, for compliance with DoD, OMB, and the Paperwork Reduction Act guidelines. Establishes agency procedures to ensure timely notification if a privacy breach occurs.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Analyzing and reviewing Freedom of Information Act and Privacy Act (FOIA/PA) requests submitted by the public, reconciling conflicting opinions and resolving requester complaints, disputes and concerns.
  • Reviewing/coordination/approval of DTRA information intended for release to the public either directly or through Congress, ensuring that information, is properly protected by one or more exemptions of 5 USC 552 or 5 USC 552a.
  • Implementing the Freedom of Information Act (FIOA)(5 USC 552) and Privacy Act (PA) (5 USC 552a) programs, which includes the policy development, administration and conduct of the FOIA/PA programs.
  • Briefing and providing training to employees to include senor officials on issues regarding the management and oversight of the FOIA and PA programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
