Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Writing, editing and managing written materials for use in communicating information about TIGTA and its activities to a variety of external audiences, including the media, Congress, and other external stakeholders, including the general public. These products can include press releases, reports, talking points for use in interviews, speeches, feature articles, PowerPoint presentations video scripts, brochures, feature articles, newsletters and other written materials.
- The incumbent will have primary responsibility for managing TIGTA’s Semiannual Report to Congress, including editing, writing, proofing, formatting, assembly, layout, and printing.
- Work products are to be written clearly, logically, concisely, and persuasively for varied audiences. The products will be based on complex sensitive issues, and controversial results of audit reports issued by the Office of Audit about the administration of the Internal Revenue Service (IRS) tax laws and need to be presented in a concise, comprehensible, and meaningful manner for the intended audiences.
- Assignments are highly collaborative and the incumbent must have superior time management skills to handle multiple assignments timely. The employee is required to interpret complex concepts and themes in documents prepared by TIGTA functions reconciling contradictions in the information presented, using expository narrative to develop balanced treatments of controversial matters in the presentation of conflicting points of views.
- The employee needs to verify that each product does not contain information that is subject to Section 6103 of the Internal Revenue Code, Section 18 of the United States Code , the Federal Privacy Act, and other applicable law governing the disclosure of sensitive information.
- The employee will serve as an expert on writing, editing, and technical standards and the practices, methods and innovations in text publishing.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
- Writing, editing, and publishing key materials for an office (i.e. press releases, talking points, speeches, feature articles or PowerPoint presentations); AND
- Identifying communication needs; AND
- Experience identifying and developing strategies to address communications needs for a variety of audiences; AND
- Recommending editorial and publishing policies and practices to be followed.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
- writing and publishing key materials for an office (i.e. press releases, talking points, speeches, feature articles or PowerPoint presentations); AND
- applying publishing expertise to design written materials for public distribution; AND
- developing written reports of organizational achievements and activities; AND
- recommending editorial and publishing policies and practices to be followed.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience for this position includes:
- writing key materials for an office (i.e. press releases, talking points, speeches , feature articles or PowerPoint presentations); AND
- applying publishing expertise to design written materials for public distribution; AND
- developing written reports of organizational achievements and activities.

OR
You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Public Trust – Background Investigation will be required.
- You will be required to regularly report to the Duty Station listed above.  While teleworking is an option, approval is at management’s discretion based on duties, business needs, performance, etc.
- Obtain and use a Government-issued charge card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- The employment of any candidate, including a current employee or a new hire, selected for this position is conditioned upon review/check of the candidate’s tax compliance.  Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
