Summary

The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.

Serves in an intern position which reports directly to the Privacy and Freedom of Information Act Officer (FOIA). Performs Privacy Act and FOIA program support duties such as preparing, receiving, reviewing, and verifying Privacy and FOIA request documents per policy and regulation.

Help

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-12, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.Government Information Specialist (TCF Trainee) duties consist of but are not limited to following:

  • Works closely with the Privacy Officer at the facility within Veterans Integrated Service Network (VISN) to manage a compliant facility privacy program.
  • Research, prepare, and present various privacy related issues in response to official inquires using multiple communication methods.
  • Ensure compliance with applicable Federal privacy laws and regulations.
  • Participates in developing and implanting policies and procedures for processing correspondence requests in accordance with Federal, State, and local statutes.
  • Assists in the researching, planning, preparing, coordinating of regulations and policy directives related to Privacy Act and HIPAA Privacy Rule, release of information and confidentiality issues.
  • Processes complaints and investigate allegations of unauthorized or impermissible activities related to the handling or release of privacy protected information.
  • Investigates Health and Human Services (HHS) Office for Civil Rights (OCR) requests related to the HIPAA privacy complaints in conjunction with the Veterans Health Administration (VHA) Privacy Office.
  • Participate as Privacy/FOIA representative on facility and VISN committees, with information security and privacy related functions and responsibilities.
Work schedule: Monday-Friday 8:00 a.m,- 4:30 a.m

What are the Eligibility Requirements?

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility MUST BE submitted with your application materials

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07, in the normal line of progression for the occupation in the organization. Specialized experience include, but are not limited to: I have at least one (1) year of specialized experience and education directly related to this position. To be creditable, this experience and education must have been equivalent to at least the next lower grade level in the Federal Service that is directly related to the position. Specialized experience includes: experience in a healthcare facility implementing, managing and evaluating Privacy and FOIA programs, including Records Management Coordination; processing and investigating improper handling or release of privacy protected information, include data breaches and recommends appropriate remediation; preparing responses to inquiries including those from Congressional Offices, Human Resources, and where appropriate, Office for Civil Rights; entering and maintaining tracking system of privacy complaints, incidents and data breaches; and adhering to HIPPA (Health Insurance Portability Act). This experience must be clearly documented in your resume to receive credit..

Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination: An equivalent combination of creditable experience and education as described above, to meet total qualification requirements for this position at the next lower grade level. (COPY OF OFFICIAL/UNOFFICIAL TRANSCRIPTS REQUIRED) Only graduate education in excess of one year is creditable towards meeting this requirement.

Physical Requirements: The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. There is lifting and carrying of such items as record boxes and bulky files.The work involves considerable walking, standing and bending conducting rounds, auditing and providing training to both on-site and off-site personnel. There is also occasional lifting and carrying of such items as boxes and files, weighing up to 30 lbs.Work Environment: The work may be performed in an office setting with adequate light, heat, air conditioning and ventilation. Traveling off-station to VA outpatient clinics, contracted community based clinics, business associate offices and between campuses to provide training and attend/conduct meetings is necessary. May require occasional travel.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
