Duties

Help
  • Manages budget formulation as part of the Planning, Programming, Budgeting and Execution (PPBE) process by implementing internal and external management reviews; supporting contract negotiations; reporting findings and recommendations to program.
  • Develops guidelines for resources planning; establishes resource plans, performance objectives, and problem resolutions; and formulates, justifies, and defends recommendations.
  • Balances and distributes program marks and address and resolve disconnects and issues; formulates the monthly phased operating plan; initiates and tracks funding actions by cost element and ensures funding is appropriately distributed.
  • Obligates funds; forecasts year-end run out costs; identifies, justifies, and defends content decisions; and other requirements associated with management of the budget.
  • Provides fiscal advice to the technical manager including on-site contractor reviews, performance assessment, business plan formulation, cost-benefit analysis, alternative funding proposals, and other data analysis of program performance.
  • Develops assessment criteria to measure program performance, formulates recommendations, and provides status reports, including defending variance assessments, rate analysis, risk mitigation, trade-off studies, trend analysis, and forecasting.
  • Evaluates contracted efforts within the negotiated value and allocated resources, including rates analysis and evaluations, work breakdown definition, business plan assessment, fee structure definition, and award fee evaluation.
  • Enters cost accruals and validates data entered into a variety of basic and specialized data systems which are integrated into SAP; consolidates large volumes of data into an executive summary for program/project decisions.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-11), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-12, specialized experience includes performing duties such as:

* Experience with the Federal procurement program and the Federal budget process.

* Experience with Agency-wide coding structure as employed in the Planning, Programming, Budgeting and Execution (PPBE) process, and with the laws, regulations, policies, and precedents which affect the use of program and support resources.

* Experience with cost and funding processes, cost accruals, procedures, reporting systems, SAP, and associated data bases, as well as the business practices and program control techniques used to evaluate project cost, schedule, and technical performance.

* Experience in applying analytical concepts and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and experience with major issues, program goals and objectives, work processes, administrative operations, and technical interfaces of an organization.
