This position is for a Flight Services Specialist, Position Description Number D1458000 located in Airfield Management/Flight Services Branch at 116th OSS.

This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership.

This vacancy announcement is for a Dual Status Technician which requires active membership in the Georgia National Guard (uniformed military service). Official appointment is not effective until membership within the Georgia National Guard is confirmed by the gaining HRO. This position is opened until filled.

As a Flight Services Specialist, GS-2101-09, you will:

Provide preflight briefings to military and civilian aircrews, including those of foreign governments and civilian contractors on CONUS/International Civil Aviation Organization(ICAO) flight plans.

Brief aircrews on air traffic control, noise abatement, and Bird Aircraft Strike Hazard (BASH) procedures to include special departure procedures, radar departures, communications requirements, and airfield conditions and restrictions.

Ensure aircrews are briefed on Foreign Clearance Guide requirements for OCONUS flight operations.

Brief pilots on alternate airfields' facilities, status and limitations of navigational aids, restricted areas, radio frequency changes, call letters, airfield obstructions, and other information necessary to accomplish the flight safely.

Recommend revision and/or changes to flight plans as appropriate.

Schedule and coordinate use of military special use airspace/facilities including air refueling areas, military operating areas, and landing and drop zones.

Coordinate response activities with air traffic control and crash and rescue agencies and supports local authorities.

Operate FAA flight planning communications equipment for input of flight plans, receiving arrival/departure messages, making queries concerning overdue aircraft and notifying the appropriate authorities.

Perform other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state drivers license.

General Experience: Must possess experience interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems.

Specialized Experience: Candidate must have 24 months specialized experience in arranging or procuring transportation for personnel, cargo or freight. Experience in pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.

Education

Knowledge of DOD, Federal Aviation Administration, and International Civil Action rules, laws, regulations, Instructions, and directives as they pertain lo airfield planning and design criteria, aircraft operations, and airfield management.

Knowledge of performance characteristic, capabilities, and limitation of unit aircraft; USAF and federal flying regulations; communications procedures.

Knowledge of safety and security regulations, practices, and procedures.

Ability to identify, analyze, and translate complex Information, make independent and appropriate judgments and evaluate options concerning,airfield operations and maintenance.

Ability to train,execute, and evaluate airfield driving program.

Ability to communicate oral and written effectively.
