  • The incumbent will serve as the Division Chief for the Division of Wild Horse and Burros under the Resources and Planning Directorate. Major duties include but are not limited to:
  • This position oversees the BLM's policy, budget, and implementation of both on-range and off-range management of wild horses and burros nationwide. Staff are located primarily in Reno, NV, and Norman, OK.
  • Supervises a staff of approximately nineteen, including two subordinate supervisors - oversight of wild horse and burro gather operations, care of horses in short-and long-term holding facilities, and the sale or adoption of gathered animals.
  • Program Management: Serves as the focal point on key matters of a technical, administrative and program support nature, responsible for providing high-level leadership to Headquarters staff as well as field personnel.
  • Internal and External Coordination: Coordinates with interdisciplinary teams to ensure cooperative relationships and effective information sharing. Develops and maintain close working relationship with nation level non-governmental groups.
  • Management of the Division?s and National Program?s Fiscal Resources: Responsible for reviewing and approving programming and budgeting plans for division functions, recommending program budget allocations to the field, and planning programs.
  • Management of the Division's Human and Fiscal Resources: Plans the work to be accomplished by subordinates, sets and adjusts work priorities; assigns work to subordinates; provides technical oversight and development of performance plans.

  • May require completion of a 1-year probationary period.
  • This temporary promotion may be extended without further competition; however it may not exceed a total of five (5) years. This Temporary promotion may be made permanent without further competition
  • Return rights must be coordinated prior to final selection with the gaining and losing agencies. A PCS move is not authorized for this vacancy. Travel and per diem may be covered by the Directorate, Resources and Planning.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the one year of specialized experience requirement . Be sure to include this information in your resume as no assumptions will be made regarding your experience.

For the GS-15 Level: You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience directing and managing the development of regional and/or national policies, procedures and guidelines for areas of resource management; experience developing program budget, policies, procedures, assessments, and guidance for all aspects of natural resource programs; experience providing technical direction to subordinate employees on the work to be accomplished; experience resolving complex and highly controversial natural resource issues arising from formal strategies, plans, and on-the-ground management activities.

There is no substitution of education for experience at the GS-15 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Tax Law Impact for TCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
