Duties

Help
  • Conceptualizes, details, and implements control systems for industrial processes and machinery that meet GPO's end-user requirements.
  • Applies a continuous process improvement methodology and/or approach i.e. (Lean Six Sigma) to deliver and execute engineering and technical infrastructure projects.
  • Configures implementation plans to diagram the current and future state as well as the project impacting constraints of the physical space.
  • Prioritizes project tasks and duration to feed the integrated master schedule for building construction and maintenance.
  • Performs individual project management activities, i.e. acquisition and support, engineering and integration, quality, testing and evaluation; programmatic activities, equipment/material supply; and, logistics and maintenance aspects.
  • Oversees, monitors, and works with architects, engineers, technical experts and business stakeholders on designs of new structures, additions and modifications to maintain project scope discipline.
  • Develops industrial automation solutions of varying levels of complexity, size and innovative techniques.
  • Develops procedural documentation for instrumentation and hardware configurations.

Qualifications

To qualify for the Industrial Program Specialist, PG -0301-13, you must meet the following requirements:

This position has (4) mandatory Selective Placement Factors: Selective Placement Factors (SPF) are pre-requisites to appointments and represent minimum requirements for the position. From the requirements listed below, please indicate whether or not you possess the following:

1. Knowledge of PLC ladder logic, function block programming (i.e. Rockwell Automation, Mitsubishi, and Siemens) and software programming/script language.
2. Ability to configure numerous types of electronic overloads, VFD's, and Servos.
3. Knowledge of databases usage and queries (i.e. SQL) on PC-based and Virtual Machines.
4. Knowledge of building automation design and building management integration is required.

To minimally qualify for the PG-13 level, you must meet the following requirements. Do you posses (1) year of specialized experience at the PG-12 (or equivalent) level or higher? Specialized experience includes: Knowledge of PLC Ladder logic function block programming (i.e. Rockwell Automation, Mitsubishi, and Siemens) and software programming/scripting language; Ability to read and interpret electrical schematics, including power distribution motor controls and control panels up to and including 4,160 volts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement(06/09/2020) to be considered.

Education

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
