    The incumbent will perform comprehensive legal research into statutes, court decisions, decisions of administrative tribunals and other legal and regulatory instruments in order to provide Office of Inspector General (OIG) leadership and staff with supporting documentation, information and precedents regarding alleged breaches of Federal laws relating to DOE programs.  After analyzing facts, makes recommendations to the Inspector General (IG), Deputy Inspector General (DIG) and/or Chief Counsel for appropriate action, including referral for criminal, civil, and program fraud prosecution; suspension or debarment; or other administrative action.  Provide complete oral and written legal opinions to the IG, DIG, and other senior OIG officials on legal issues of significance that impact the OIG.  Prepare OIG subpoenas, motions, and other documents needed to present case.  Provide expert advice on OIG's access to records and information pursuant to the IG's statutory authority.  Supports all ongoing litigation of OIG legal matters.   Coordinates with DOE offices including the General Counsel's office and with private industry, other Federal, state, and local government agencies and other professional organizations such as the Council of Inspectors General for Integrity and Efficiency.  The incumbent will provide formal and informal training and guidance to all OIG program office staff including auditors, inspectors, investigators and administrative personnel.
