Summary

This vacancy will remain open continuous for one (1) year. The first cut-off date will be May 31, 2020 and subsequent cut-off dates will be every 30 days until the closing date of the announcement. The selectee will serve as an Investigator in the Office of Investigations, within a field or resident office nationwide. Typical work assignments include:

  • Independently conduct pre-employment security interviews and background checks that help to ensure the safety and security of the Nation.
  • Reviewing and finalizing record searches of applicants at law enforcement agencies, court houses, mental health, financial and educational institutions.
  • Compiling information in a standardized reporting format.

Conditions of Employment If selected for this position, you will be required to:

  • Obtain and maintain a top secret Tier 5 clearance. For more information visit OPM Mythbuster Page.
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • Certify that you have registered with the Selective Service System or are exempt from having to do so, if you are a male applicant born after December 31, 1959.
  • Walk and visit sites of alleged improprieties, e.g., warehouses, ranges, supply dumps, and similar areas.
  • Work in areas where there may be exposure to uncomfortable conditions.

This position is being recruited under various temporary appointments:

  1. Under the National Defense Authorization Act (NDAA), an agency head may re-employ CSRS and FERS annuitants on a limited basis with a waiver of salary offset (dual compensation waiver) under certain specified circumstances not-to-exceed 1 year and may be extended for an additional year. 

    Annuitants are limited to the following number of hours:
  • No more than 520 hours during the first 6 months of their retirement;
  • No more than 1040 hours during any 12 month period; or
  • No more than 3120 hours total during their re-employment (This is a lifetime limit.)

      2. Temporary Limited Appointment – Less than one year; with a one year extension, CFR 316.401 (c).   

      3. Term Appointment – More than one year – up to 4 years, CFR 316.301 (a).   

Qualifications

Specialized Experience:  GS-13: You qualify for the GS-13 level (starting salary of $91,231) if you possess one (1) year of specialized experience equivalent to the GS-12 level performing duties such as: conducting face-to-face interviews and background checks for pre-employment selections; obtaining and reporting factual information for background investigations that determine employment suitability and security clearance eligibility; finalizing pre-employment casework according to applicable rules and regulations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Retired Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.

Qualifications Must Be Met: The qualification requirements listed above must be met by the cut-off date or closing date of this announcement.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This position is being announced to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances. If a waiver is granted, annuitants will be able to maintain their full retirement annuity in addition to their salary without penalty until June 30, 2022, unless extended by appropriate authority.

Work Schedule - Full time/part-time/Intermittent: will be determined by management.
